Placer County Teacher Arrested on Six Counts Child Molestation Charges

ROSEVILLE-- A teacher and former youth church ministries worker is accused of six counts of child molestation. Now investigators want to know if there are more accusers.

Arrested Wednesday, Roseville resident James Carroll is accused of abusing a juvenile family member in Sunnyvale from the late 1980s to 1997.

The 64-year-old has been a teacher with the Horizon Charter School’s learning center in Roseville since 2009. The school put him on leave Wednesday when they learned of the allegations against him.

“I understand those charges came forward from Santa Clara County not from this area, and not within our charter, however, we don’t want to dismiss the fact that there might be something we need to all be concerned about,” said Cynthia Wood, Superintendent of Horizon Charter Schools.

After recording a message to students and family about the arrest of the science teacher, Wood spoke with FOX40. She says Carroll is an accredited teacher who passed a background check, and the allegations came as a disturbing surprise.

“We take seriously the safety of the students entrusted to us, and we’re going to come aside law enforcement to find out if there’s anything of further concern,” she said.

The church leaders did not want to speak on camera, but said Carroll worked there part-time five years ago and volunteered with youth ministries.

Carroll is being held at the Santa Clara County Jail.

Law enforcement is asking anyone who may have information about the current allegations to contact Sunnyvale police. Law enforcement are also concerned about the possibility of additional potential victims. They ask anyone with information about other alleged crimes involving Carroll to come forward.

Horizon Charter Schools sent this letter to students:

Dear Families of Horizon Charter Schools,

Horizon Charter Schools has been notified that law-enforcement agencies arrested Mr. James Carroll, a teacher at Horizon, since 2009.

Carroll was arrested on six counts of child molestation that are reported to have occurred in Santa Clara County between 1980 and 1997.

The charter immediately placed Carroll on leave and secured substitute teachers for his classes.
We immediately committed our full cooperation to both the Sunnyvale Department of Public Safety and the Roseville police department, and began our own inquiry into Carroll's time in our charter.
We are determined to learn all we can about the charges from Sunnyvale, and whether anything similar could have occurred in our school.

We have joined law enforcement in asking anyone with information concerning possible incidents in our community to contact police immediately.

Our highest priority, as a charter, is the safety of the children entrusted to us. We will take every action available to us to understand what happened, and to make sure our students are safe.

Although the law enforcement agencies involved will have the lead in communicating about this case, we will do all we can to keep our parents and community informed of any information we develop that may be useful.

Thank you for your patience and your support as we continue to confront this very challenging news. We will continue to do everything in our power to make sure our school is a safe environment, where our children receive an excellent education.

We have been notified by law enforcement that they are investing an individual who worked at the church part-time more than 5 years ago and has volunteered here.

We are fully cooperating with law enforcement.

We are committed to protecting our children through stringent background checks, yearly staff training and it is our policy that no less than two adults at any given time are left alone with a child.
