The Board of Supervisors approved acceptance of the award Sept. 16, 2025; the grant covers the July 1, 2025\u2013June 30, 2026 fiscal period.<\/p>\n<p data-start=\"473\" data-end=\"874\">The award is part of a larger ABC distribution that will provide nearly $3 million to 47 local law enforcement agencies across California for the 2025\u201326 fiscal year. The statewide grants are intended to strengthen local partnerships with ABC and curb problems tied to retail alcohol outlets, including underage sales and service to obviously intoxicated patrons.<\/p>\n<blockquote>\n<p data-start=\"876\" data-end=\"1209\">\u201cToo many young people are killed in alcohol-related incidents every year,\u201d<\/p>\n<\/blockquote>\n<p data-start=\"876\" data-end=\"1209\">ABC Acting Director Frank Robles said in the department\u2019s announcement.<\/p>\n<blockquote>\n<p data-start=\"876\" data-end=\"1209\">\u201cIf we can limit youth access to alcohol, and prevent service to obviously intoxicated patrons, then we can save lives and strengthen communities.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1211\" data-end=\"1771\"><em><strong>How the money will be used locally<\/strong><\/em><\/p>\n<p data-start=\"198\" data-end=\"244\">The purpose of these funds is very specific:<\/p>\n<ul data-start=\"246\" data-end=\"849\">\n<li data-start=\"246\" data-end=\"299\">\n<p data-start=\"248\" data-end=\"299\"><strong data-start=\"248\" data-end=\"279\">Reduce alcohol-related harm<\/strong> in the community.<\/p>\n<\/li>\n<li data-start=\"300\" data-end=\"419\">\n<p data-start=\"302\" data-end=\"419\">Support <strong data-start=\"310\" data-end=\"336\">enforcement operations<\/strong> targeting illegal alcohol sales to minors and obviously intoxicated individuals.<\/p>\n<\/li>\n<li data-start=\"420\" data-end=\"535\">\n<p data-start=\"422\" data-end=\"535\">Conduct <strong data-start=\"430\" data-end=\"457\">shoulder tap operations<\/strong> (where underage decoys attempt to get adults to purchase alcohol for them).<\/p>\n<\/li>\n<li data-start=\"536\" data-end=\"639\">\n<p data-start=\"538\" data-end=\"639\">Carry out <strong data-start=\"548\" data-end=\"568\">decoy operations<\/strong> at licensed establishments to ensure businesses follow alcohol laws.<\/p>\n<\/li>\n<li data-start=\"640\" data-end=\"745\">\n<p data-start=\"642\" data-end=\"745\">Provide <strong data-start=\"650\" data-end=\"675\">training for deputies<\/strong> and local businesses on responsible alcohol service and compliance.<\/p>\n<\/li>\n<li data-start=\"746\" data-end=\"849\">\n<p data-start=\"748\" data-end=\"849\">Enhance <strong data-start=\"756\" data-end=\"792\">community outreach and education<\/strong> to prevent underage drinking and reduce DUI incidents.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"851\" data-end=\"1100\">In short, the grant allows the Sheriff\u2019s Office to <strong data-start=\"902\" data-end=\"952\">combine enforcement, prevention, and education<\/strong> to make El Dorado County safer, especially for youth and families, by addressing underage drinking, impaired driving, and unlawful alcohol sales.<\/p>\n<p data-start=\"1211\" data-end=\"1771\">The APP program lets recipients combine enforcement, prevention and education. In El Dorado County, the funds are expected to pay for activities such as compliance checks, minor-decoy operations, shoulder-tap enforcement, ABC-led training for officers, and merchant education aimed at improving voluntary compliance by licensees. Agencies that receive APP funding typically also strengthen data systems to track alcohol-related incidents and coordinate ABC and local enforcement actions.<\/p>\n<p data-start=\"1773\" data-end=\"2430\"><em><strong>What residents can expect<\/strong><\/em><br \/>\nResidents should expect targeted enforcement at retail outlets and increased public education campaigns around the county, especially at times when alcohol-related incidents rise, such as holidays and large public events. APP grants historically fund operations like \u201cminor decoy\u201d stings and \u201cshoulder tap\u201d stings (where adults are asked to buy alcohol for minors), along with merchant training programs such as IMPACT (Informed Merchants Preventing Alcohol-Related Crime Tendencies). Those tactics are designed to reduce youth access to alcohol and limit sales to already-intoxicated patrons.<\/p>\n<p data-start=\"2432\" data-end=\"2775\">Local officials say acceptance of the grant will allow the Sheriff\u2019s Office to expand enforcement and prevention work without drawing from the county\u2019s general fund.
