Feb 6, 2026)<\/p>\n<p data-start=\"745\" data-end=\"1048\"><strong data-start=\"745\" data-end=\"770\">PLACERVILLE, Calif. \u2014<\/strong> More than 116 El Dorado County residents have signed a petition circulating in early February 2026 urging the Board of Supervisors to rescind a recently adopted public comment policy and restore traditional item-by-item opportunities for public participation at Board meetings.<\/p>\n<p data-start=\"1050\" data-end=\"1623\">The petition contends that the Board\u2019s current practice \u2014 which consolidates all non-hearing public comment into a single three-minute period at the start of meetings \u2014 effectively silences residents from speaking on specific agenda items once discussion and decision-making begin. Under the agenda format posted for the Board\u2019s Jan. 6, 2026 meeting, public comment on remaining agenda items (excluding public hearings) is taken only once at the outset of the meeting, after the consent calendar, rather than before each specific item.<\/p>\n<p data-start=\"1625\" data-end=\"1860\"><strong data-start=\"1625\" data-end=\"1768\">\u201cThis is about whether the people of El Dorado County have a real seat at the table \u2014 or are reduced to watching decisions after the fact,\u201d<\/strong> the petition states. <strong data-start=\"1790\" data-end=\"1860\">\u201cWe urge the Board to choose openness, accountability, and trust.\u201d<\/strong><\/p>\n<p data-start=\"1862\" data-end=\"2065\">Supporters of the petition argue that the current structure undermines the public\u2019s ability to respond meaningfully to discussions as they unfold. A sampling of comments appended to the petition include:<\/p>\n<ul data-start=\"2067\" data-end=\"2475\">\n<li data-start=\"2067\" data-end=\"2242\">\n<p data-start=\"2069\" data-end=\"2242\"><strong data-start=\"2069\" data-end=\"2085\">Ray Nutting:<\/strong> <em data-start=\"2086\" data-end=\"2242\">\u201cHearings are for the public. Limiting public dialog to one time 3 minutes in the morning for all items before the BOS makes no sense. Please reconsider!\u201d<\/em><\/p>\n<\/li>\n<li data-start=\"2244\" data-end=\"2323\">\n<p data-start=\"2246\" data-end=\"2323\"><strong data-start=\"2246\" data-end=\"2262\">Dave Kelley:<\/strong> <em data-start=\"2263\" data-end=\"2323\">\u201cYou need discussion and feedback to make good decisions.\u201d<\/em><\/p>\n<\/li>\n<li data-start=\"2325\" data-end=\"2475\">\n<p data-start=\"2327\" data-end=\"2475\"><strong data-start=\"2327\" data-end=\"2346\">Linda Campbell:<\/strong> <em data-start=\"2347\" data-end=\"2475\">\u201cIt is critical that citizens are able to engage with real time data and discussion. This procedure needs to be changed back\u2026\u201d<\/em><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2477\" data-end=\"2722\">Several commenters also framed their concern in terms of civic rights and transparency. <strong data-start=\"2565\" data-end=\"2609\">\u201cWe the people have the right to speak!\u201d<\/strong> wrote Rhondella Dickerson, while another signer said, <strong data-start=\"2664\" data-end=\"2722\">\u201cThis is the people\u2019s Government, not a dictatorship.\u201d<\/strong><\/p>\n<p data-start=\"2724\" data-end=\"3231\">The petition cites California\u2019s Ralph M. Brown Act as the statutory basis for its claims. The Brown Act generally guarantees members of the public the right to address a legislative body on any item of interest before or during consideration of that item. Petition organizers contend that bundling comments at the start of meetings \u2014 before materials are presented and before deliberations begin \u2014 conflicts with the law\u2019s intent to allow timely, informed public input.<\/p>\n<p data-start=\"3233\" data-end=\"3756\">Board of Supervisors governance documents indicate that the Board traditionally provides time for public input at every meeting, with speakers typically allowed up to three minutes per comment. The Board\u2019s governance manual affirms that, <strong data-start=\"3471\" data-end=\"3619\">\u201cPursuant to the Brown Act, before or during consideration of each agenda item, the public must be given an opportunity to comment on the item.\u201d<\/strong> However, recent agendas reflect a shift toward consolidated comment periods for non-hearing items.<\/p>\n<p data-start=\"3758\" data-end=\"3952\">Officials with the Board of Supervisors have not yet issued a public response to the petition as of Feb. 7, 2026. A spokeswoman for the Board did not immediately respond to requests for comment.<\/p>\n<p data-start=\"3954\" data-end=\"4325\"><strong data-start=\"3954\" data-end=\"3969\">Background:<\/strong> The petition was circulated in late January and early February and has drawn signers from across the county. Signatories include registered voters from communities such as Shingle Springs, El Dorado Hills, and beyond. Madison argued that a\u00a0<span data-sfc-cp=\"\" data-complete=\"true\"><a class=\"H23r4e\" href=\"https:\/\/americainclass.org\/james-madison-debates-a-bill-of-rights\/\" target=\"_blank\" rel=\"noopener\" data-hveid=\"CAUQAg\">Bill of Rights<\/a><\/span>\u00a0was essential because it gave people &#8220;good ground&#8221; (Madison):<\/strong>\u00a0Madison emphasized that the federal legislature would be &#8220;restrained by its dependence on its people&#8221; and that representatives would be &#8220;watched and controlled&#8221; by the public.<\/span><\/li>\n<li data-hveid=\"CAgQAg\" data-complete=\"true\" data-sae=\"\"><span class=\"T286Pc\" data-sfc-cp=\"\" data-complete=\"true\"><strong class=\"Yjhzub\" data-complete=\"true\">Alexander Hamilton:<\/strong>\u00a0Even Hamilton, who favored a more centralized government, noted in\u00a0Federalist No. 33\u00a0that the &#8220;propriety of a law&#8230; must always be determined by the nature of the power&#8221; and ultimately by the &#8220;prudence and firmness of the people&#8221; who hold the scales of power.<\/span><span class=\"uJ19be notranslate\"
