{"id":8128,"date":"2025-04-28T18:10:35","date_gmt":"2025-04-29T02:10:35","guid":{"rendered":"http:\/\/inedc.com\/24\/?p=8128"},"modified":"2025-04-28T18:10:35","modified_gmt":"2025-04-29T02:10:35","slug":"california-assembly-bill-1038-sparks-debate-over-reinstating-bear-hounding","status":"publish","type":"post","link":"http:\/\/inedc.com\/24\/news\/california-assembly-bill-1038-sparks-debate-over-reinstating-bear-hounding\/","title":{"rendered":"California Assembly Bill 1038 Sparks Debate Over Reinstating Bear Hounding"},"content":{"rendered":"<p>By Cris Alarcon, InEDC Writer. <strong data-start=\"336\" data-end=\"375\">April 28, 2025 | Sacramento, Calif.<\/strong><\/p>\n<p class=\"\" data-start=\"379\" data-end=\"608\">A fierce debate over the future of bear management in California is set to come to a head Tuesday, as Assemblywoman Heather Hadwick (R-Alturas) and wildlife advocates prepare to rally at the State Capitol over Assembly Bill 1038.<\/p>\n<p class=\"\" data-start=\"610\" data-end=\"979\">Hadwick, a first-term assemblywoman representing Lake Tahoe and a large swath of Northern California, authored AB 1038 to reinstate the use of hound dogs to pursue bears during hunting seasons. The practice has been outlawed since 2012. Hadwick argues the bill is necessary to curb a surging black bear population, which she claims is putting rural communities at risk.<\/p>\n<p class=\"\" data-start=\"981\" data-end=\"1281\">\u201cBears are out of control in California, while rural communities live in fear of their lives and livelihoods,\u201d Hadwick said in a statement. \u201cWildlife managers need more tools to responsibly manage the bear population and protect the public. This bill will keep bears wild and our communities safe.\u201d<\/p>\n<p class=\"\" data-start=\"1283\" data-end=\"1457\">Hadwick has secured a permit to hold a rally on Capitol grounds beginning at 8:15 a.m., ahead of AB 1038\u2019s hearing before the Assembly Water, Parks, and Wildlife Committee.<\/p>\n<p class=\"\" data-start=\"1655\" data-end=\"2048\">This bill would bring back the ability of hunters to use GPS-collared dogs to track bears.<\/p>\n<p class=\"\" data-start=\"2050\" data-end=\"2339\">The Bear League urges the public to contact members of the Assembly Water, Parks, and Wildlife Committee and plans to be present at the hearing, scheduled for Room 444 of the Capitol. While the Legislature\u2019s calendar lists a 9 a.m. start time, the BEAR League notes it has been moved to 11 a.m.<\/p>\n<p class=\"\" data-start=\"2341\" data-end=\"2671\"><strong data-start=\"2341\" data-end=\"2363\">Details of AB 1038<\/strong><br data-start=\"2363\" data-end=\"2366\" \/>The amended bill outlines a grim picture: California\u2019s black bear population is now estimated between 60,000 and 80,000, roughly double previous estimates. Hadwick\u2019s office cites the state\u2019s first confirmed black bear-related human fatality in 2024 as evidence that urgent management reforms are needed.<\/p>\n<p class=\"\" data-start=\"2673\" data-end=\"2999\">The bill asserts that overpopulation is leading to increased conflicts with humans and negatively impacting deer populations and mountain lions, referencing research from the Department of Fish and Wildlife\u2019s updated Bear Management Plan (Source: California Department of Fish and Wildlife, draft 2025 Bear Management Plan).<\/p>\n<p class=\"\" data-start=\"3001\" data-end=\"3294\">Hadwick\u2019s proposal would amend the Fish and Game Code to allow the use of dogs to pursue bears under tightly regulated seasons and conditions set by the Fish and Game Commission. However, it explicitly forbids injuring or killing bears during pursuits unless within authorized hunting seasons.<\/p>\n<p class=\"\" data-start=\"3492\" data-end=\"3686\"><strong data-start=\"3492\" data-end=\"3507\">What\u2019s Next<\/strong><br data-start=\"3507\" data-end=\"3510\" \/>The Water, Parks, and Wildlife Committee will hear testimony from both sides Tuesday.
