shortfall as declining sales and property tax revenues force difficult decisions, including cuts to staff and services.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">The Board of Supervisors has approved a $1.06 billion budget for the 2024-25 fiscal year, which relies on $12.6 million in one-time funds\u2014a strategy county officials acknowledge is unsustainable.<\/span> <span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\"><a class=\"flex h-4.5 employees and residents of our County are relying on us to lead and deliver results.&#8221;<\/span><\/p>\n<\/blockquote>\n<p data-start=\"453\" data-end=\"499\"><strong data-start=\"453\" data-end=\"499\">Revenue Declines Prompt Service Reductions<\/strong><\/p>\n<p data-start=\"501\" data-end=\"659\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">The county&#8217;s financial challenges stem from a combination of factors.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Adjusted sales tax revenues declined by 4.1% in the fourth quarter of 2024 compared to the same period in 2023, with notable decreases in fuel-service station receipts (down 12.3%) and auto-related sales (down 13%).<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Building-construction revenues also fell by 18% due to decreased contractor activity.<\/span><\/p>\n<p data-start=\"661\" data-end=\"779\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Property tax growth has slowed, dropping from 6.37% in the previous fiscal year to 4.69%, with projections indicating a further decline to 3.5%.<\/span><\/p>\n<p data-start=\"781\" data-end=\"899\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">In response, the Board of Supervisors has directed departments to prepare for potential budget reductions of 5% to 10%, with plans to assess service impacts in the fall.<\/span><\/p>\n<p data-start=\"901\" data-end=\"953\"><strong data-start=\"901\" data-end=\"953\">Cuts to Tourism and Economic Development Funding<\/strong><\/p>\n<p data-start=\"955\" data-end=\"1153\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">One of the most controversial decisions involves the reallocation of Transient Occupancy Tax (TOT) funds.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Historically, TOT revenues supported tourism and economic development initiatives.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">However, the Board voted to redirect these funds to core county services, resulting in the elimination of $868,567 in discretionary funding to outside agencies, including the Lake Tahoe South Shore Chamber of Commerce and the Tahoe Prosperity Center.<\/span><\/p>\n<blockquote>\n<p data-start=\"1155\" data-end=\"1313\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">&#8220;I am in support of the board&#8217;s priority to fund county services,&#8221; <\/span><\/p>\n<\/blockquote>\n<p data-start=\"1155\" data-end=\"1313\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">said District 5 Supervisor Brooke Laine, the sole dissenting vote.<\/span><\/p>\n<blockquote>\n<p data-start=\"1155\" data-end=\"1313\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">&#8220;I voted against the motion because I felt just &#8216;pulling the carpet out from underneath the outside agencies&#8217; feet&#8217; was rather inhumane.&#8221;<\/span><\/p>\n<\/blockquote>\n<p data-start=\"1315\" data-end=\"1473\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">Steve Teshara, director of government relations for the Tahoe Chamber, expressed concern over the cuts.<\/span><\/p>\n<blockquote>\n<p data-start=\"1315\" data-end=\"1473\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">&#8220;If the county is eliminating funds from tourism, I don&#8217;t know if they can have a realistic expectation for how those funds are expected to grow,&#8221;\u00a0<\/span><\/p>\n<\/blockquote>\n<p data-start=\"1475\" data-end=\"1508\"><strong data-start=\"1475\" data-end=\"1508\">Exploring New Revenue Streams<\/strong><\/p>\n<p data-start=\"1510\" data-end=\"1668\"><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">To address the structural budget imbalance, the Board has tasked the Budget Ad Hoc Committee with researching additional discretionary revenue-generating options.<\/span> <span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">These may include ballot measures to increase sales and use taxes, TOT, and the establishment of tourism or assessment districts.<\/span> <span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem]
