But the proposed map would likely make the congressional district covering much of the county more favorable to Democrats by pulling in parts of Sacramento County and dropping the far-right-leaning Eastern Sierra.<\/p>\n<h2 data-start=\"592\" data-end=\"611\">What\u2019s happening<\/h2>\n<p data-start=\"612\" data-end=\"1054\">Gov. Gavin Newsom and legislative leaders are pushing the \u201cElection Rigging Response Act,\u201d a package that would place a new congressional map on a statewide special election ballot now targeted for <strong data-start=\"810\" data-end=\"826\">Nov. 4, 2025<\/strong>. The plan would temporarily replace California\u2019s current, commission-drawn congressional lines through 2030, if voters approve. Republicans have filed to block or delay the effort in court. <span class=\"\" data-state=\"closed\"><span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\" data-testid=\"webpage-citation-pill\"><a class=\"flex h-4.5 overflow-hidden rounded-xl px-2 text-[9px] font-medium text-token-text-secondary! bg-[#F4F4F4]! dark:bg-[#303030]! transition-colors duration-150 ease-in-out\" href=\"https:\/\/www.kcra.com\/article\/california-proposed-congressional-maps-redistricting\/65795155\" target=\"_blank\" rel=\"noopener\"><span class=\"relative start-0 bottom-0 flex h-full w-full items-center\"><span class=\"flex h-4 w-full items-center justify-between overflow-hidden\"><span class=\"max-w-full grow truncate overflow-hidden text-center\">KCRA<\/span><\/span><\/span><\/a><\/span><\/span><\/p>\n<h2 data-start=\"1056\" data-end=\"1093\">What it means for El Dorado County<\/h2>\n<ul data-start=\"1094\" data-end=\"2089\">\n<li data-start=\"1094\" data-end=\"1530\">\n<p data-start=\"1096\" data-end=\"1530\"><strong data-start=\"1096\" data-end=\"1120\">County partisanship:<\/strong> As of the most recent statewide <strong data-start=\"1153\" data-end=\"1195\">Report of Registration (Feb. 10, 2025)<\/strong>, El Dorado County voters are <strong data-start=\"1225\" data-end=\"1296\">42.19% Republican, 29.90% Democratic and 18.47% No Party Preference<\/strong>. In the <strong data-start=\"1305\" data-end=\"1330\">2024 general election<\/strong>, Donald Trump carried the county <strong data-start=\"1364\" data-end=\"1382\">54.0% to 43.8%<\/strong>. Those numbers point to a Republican-leaning county \u2014 not one on the verge of becoming majority Democratic.<\/p>\n<\/li>\n<li data-start=\"1531\" data-end=\"1899\">\n<p data-start=\"1533\" data-end=\"1899\"><strong data-start=\"1533\" data-end=\"1562\">District competitiveness:<\/strong> The draft map <strong data-start=\"1577\" data-end=\"1703\">adds Democratic-leaning areas of Sacramento County to CA-03 and removes large stretches of the conservative Eastern Sierra<\/strong>, a shift designed to make the district more competitive \u2014 and plausibly Democratic-tilting \u2014 even as El Dorado County\u2019s own makeup remains right-of-center.<\/p>\n<\/li>\n<li data-start=\"1900\" data-end=\"2089\">\n<p data-start=\"1902\" data-end=\"2089\"><strong data-start=\"1902\" data-end=\"1937\">Only Congress, not local lines:<\/strong> The proposal affects <strong data-start=\"1959\" data-end=\"1991\">congressional districts only<\/strong>. It does not change county borders, city councils, school boards or state legislative districts.<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"2091\" data-end=\"2106\">The politics<\/h2>\n<p data-start=\"2107\" data-end=\"2525\">Newsom has framed the push as a direct response to Republican map-drawing in Texas. \u201c<strong data-start=\"2192\" data-end=\"2257\">Donald Trump, you have poked the bear and we will punch back,<\/strong>\u201d he said at an Aug. 14 rally announcing the plan. Around Sacramento, <strong data-start=\"2652\" data-end=\"2701\">CA-03 would shift toward the city and suburbs<\/strong>, while the Sierra segments \u2014 which helped power GOP wins \u2014 would be pared back.<\/p>\n<h2 data-start=\"2821\" data-end=\"2852\">Bottom line for local voters<\/h2>\n<p data-start=\"2853\" data-end=\"3256\">Even if voters approve the new map this fall, <strong data-start=\"2899\" data-end=\"2944\">El Dorado County itself won\u2019t \u201cturn blue\u201d<\/strong> overnight. Registration and recent results indicate the county remains <strong data-start=\"3016\" data-end=\"3038\">Republican-leaning<\/strong>.
