PLACERVILLE, Calif. — In response to the growing challenge of homelessness, El Dorado County has launched a series of comprehensive initiatives aimed at providing immediate relief and long-term solutions for its unhoused population.​

El Dorado Navigation Center: A New Approach to Shelter

Opened in February 2023, the El Dorado Navigation Center in Placerville offers a 60-bed, low-barrier shelter for adults experiencing homelessness. Operated by Volunteers of America in partnership with the El Dorado County Health and Human Services Agency (HHSA), the center provides 24/7 access to case management, housing assistance, and behavioral health services. The facility, temporarily housed in a former juvenile detention center, is slated to move to a permanent location in the coming years .​

“Programs like the El Dorado Navigation Center give individuals the opportunity to come to a safe place and access life-changing services,” said VOA Board Chair Nick Himphill. “When my wife and I were homeless, it was an overwhelming 24/7 struggle. But the moment we stepped into the shelter, we were treated with love and dignity by the staff and were able to get back on our feet.”​

Tahoe Coalition for the Homeless: Comprehensive Support in South Lake Tahoe

The Tahoe Coalition for the Homeless (TCH) offers a range of services, including a 14-bed emergency shelter providing 24/7 access, three meals daily, and case management. TCH also participates in California’s HomeKey Program, converting motels into permanent housing for individuals experiencing homelessness. Their Coordinated Entry system assists clients with obtaining identification, accessing benefits, and securing housing .

New Morning Youth & Family Services: Supporting Vulnerable Youth​

For over 50 years, New Morning Youth & Family Services has provided critical support to at-risk youth in El Dorado County. Their Ashby House in Placerville is the county’s only 24-hour emergency shelter for homeless and runaway youth, offering counseling, educational support, and meals. In 2020–2021, the organization served 228 youth through its shelter program .​

Housing El Dorado: Promoting Affordable Housing Solutions​

Housing El Dorado, a nonprofit organization, focuses on creating and promoting affordable housing solutions on the county’s western slope. The organization collaborates with community partners to develop housing projects and support services that encourage self-sufficiency among individuals and families .​

El Dorado County Sheriff’s Homeless Outreach Team (HOT): Bridging Safety and Support​

The El Dorado County Sheriff’s Office operates the Homeless Outreach Team (HOT), which aims to assist homeless individuals in achieving sustainable independence through proactive outreach. The team collaborates with various county agencies to connect individuals with housing, mental health, and substance abuse support, while also addressing public safety concerns through strategies like Crime Prevention Through Environmental Design (CPTED) .​

Accessing Services​

Residents experiencing or at risk of homelessness can contact “The Front Door” at (530) 600-2822 for assessments and referrals to eligible programs. Additional resources and information are available through the El Dorado County Housing and Homelessness Services .​

As El Dorado County continues to address the complexities of homelessness, these collaborative efforts represent a commitment to providing compassionate support and sustainable solutions for all community members.​
