July 22, 2026<\/p>\n<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"1469\" data-end=\"1746\"><strong data-start=\"1469\" data-end=\"1492\">PLACERVILLE, Calif.<\/strong> \u2014 A disagreement between the El Dorado County Board of Supervisors and the county\u2019s Civil Grand Jury has renewed a long-running debate over the role of citizen oversight and how elected officials should respond when government watchdogs issue criticism.<\/p>\n<p data-start=\"1748\" data-end=\"2075\">During its July 21 meeting, the Board of Supervisors unanimously approved its response regarding Grand Jury recommendations, setting off concerns among some community members who questioned whether the county is fully embracing the independent review process or resisting outside scrutiny.<\/p>\n<p data-start=\"2077\" data-end=\"2509\">The Civil Grand Jury is an independent investigative body operating under the authority of the El Dorado County Superior Court. Its purpose is to examine local government operations, investigate citizen complaints and issue findings and recommendations intended to improve public services. While agencies are required to respond, they are not legally required to implement every recommendation.<\/p>\n<p data-start=\"2511\" data-end=\"2828\">The county maintains a formal policy for responding to Grand Jury reports, recognizing the process as part of local government accountability. The Board of Supervisors\u2019 policy manual includes procedures specifically addressing responses to Grand Jury reports and recommendations.<\/p>\n<h2 data-section-id=\"23dbm1\" data-start=\"2830\" data-end=\"2890\">Former Supervisor Questions the Message Sent to Residents<\/h2>\n<p data-start=\"2892\" data-end=\"3049\">Former El Dorado County Supervisor Ron Briggs weighed in on the controversy, saying disagreements between elected officials and Grand Juries are not unusual.<\/p>\n<blockquote>\n<p data-start=\"3051\" data-end=\"3315\">\u201cIn my experience Boards have summarily disagreed with Grand Jury reports\/recommendations,\u201d Briggs said. \u201cPrimary because the reports are often on point, thus creating potential liability. Therefore, denial is best path to mitigate the problem out of public view.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"3317\" data-end=\"3510\">Briggs said El Dorado County has historically operated under what he described as a \u201czero risk\u201d approach to government decisions, which he said can have both positive and negative consequences.<\/p>\n<blockquote>\n<p data-start=\"3512\" data-end=\"3861\">\u201cOur county has always operated on a \u2018zero risk\u2019 policy and that is not a bad thing,\u201d Briggs said. \u201cWith our current board and the nation\u2019s zeal to ignore the guardrails in place having oversight of elected officials conducting the public\u2019s business, it is worrisome if the Board is following policy or taking a different path of no accountability.\u201d<\/p>\n<\/blockquote>\n<h2 data-section-id=\"19iet6i\" data-start=\"3863\" data-end=\"3900\">Oversight Role at Center of Debate<\/h2>\n<p data-start=\"3902\" data-end=\"4082\">Supporters of the Grand Jury process argue that independent review provides residents with an additional layer of accountability beyond elections and routine government procedures.<\/p>\n<p data-start=\"4084\" data-end=\"4335\">Grand Jurors are private citizens who volunteer for a one-year term and investigate issues involving local agencies. Their final reports are public, while investigative work remains confidential until publication.<\/p>\n<p data-start=\"4337\" data-end=\"4569\">Critics of Grand Jury findings, including some public officials across California, have historically argued that recommendations may lack operational context, underestimate legal constraints or place unrealistic demands on agencies.<\/p>\n<p data-start=\"4571\" data-end=\"4760\">The central issue facing El Dorado County is not whether supervisors have the authority to disagree with recommendations \u2014 they do \u2014 but how those disagreements are explained to the public.<\/p>\n<h2 data-section-id=\"bwhw7m\" data-start=\"4762\" data-end=\"4809\">Transparency Remains Key Issue for Residents<\/h2>\n<p data-start=\"4811\" data-end=\"5019\">For residents from El Dorado Hills to South Lake Tahoe, government accountability remains a recurring concern as the county manages growth, public safety challenges, infrastructure needs and fiscal pressures.<\/p>\n<p data-start=\"5021\" data-end=\"5256\">The Board of Supervisors, composed of five elected representatives from districts throughout El Dorado County, conducts public business through meetings governed by state transparency requirements.<\/p>\n<p data-start=\"5258\" data-end=\"5513\">The Grand Jury process was created to give residents another avenue to examine government performance.
