Questions about how the El Dorado County Civil Grand Jury safeguards confidential information have resurfaced after former county supervisor Lori Parlin described a years-old security incident involving a county-owned laptop that she says remains unresolved.<\/p>\n
In comments published July 22 by Village Life<\/em>, Parlin recalled an incident in which a grand juror allegedly took a county-issued laptop home without authorization and downloaded material from the device. According to Parlin, county officials have never publicly determined what information, if any, was copied.<\/p>\n “To this day, we don’t know what was downloaded \u2026 even though I think many people have asked,” Parlin said. “It could have been those video interviews that people do down there in the grand jury room. Nobody knows.”<\/p>\n<\/blockquote>\n The comments have renewed attention on how confidential grand jury records are stored, managed and protected.<\/p>\n California civil grand juries investigate local government agencies, review citizen complaints and issue public reports recommending improvements in government operations. While their final reports become public, much of the investigative process\u2014including witness testimony and supporting evidence\u2014remains confidential under California law.<\/p>\n Because witnesses often provide sensitive information, maintaining the security of electronic records is considered critical to preserving the integrity of investigations.<\/p>\n Parlin said the unresolved laptop incident has affected her advice to some individuals preparing to appear before the grand jury.<\/p>\n “Because of this incident, I have advised some people scheduled for interviews with the grand jury to request the interaction not be video recorded until we understand this better and what the security is.”<\/p>\n<\/blockquote>\n Parlin said the grand jury could help rebuild public confidence by publishing clear information about its technology policies, data protection procedures and expectations for jurors issued county equipment.<\/p>\n “This report says ‘bringing clarity to the public process.’ I really think the grand jury should put it out there, either a report or a web page, about what is the process now,” she said. “How secure is the data? What are the expectations when you’re issued a grand jury laptop? It does not belong to you.”<\/p>\n<\/blockquote>\n Her comments stop short of alleging that confidential records were actually compromised. Instead, they emphasize that the uncertainty surrounding the incident continues to fuel questions years after it occurred.<\/p>\n For El Dorado County residents, confidence in the Civil Grand Jury depends on both the independence of its investigations and the protection of confidential information provided by witnesses.<\/p>\n As local governments increasingly rely on electronic records and digital evidence, cybersecurity policies have become an essential component of public accountability.
