LLAD assessments appear on property tax bills and fund services such as landscaping, lighting and related improvements within designated neighborhoods. The district maintained that the underlying formation reports contained the necessary calculations and that established assessment methodologies had been carried forward by subsequent engineering firms.<\/p>\n<p data-start=\"3805\" data-end=\"4123\">That disagreement illustrates one of the fundamental problems that has persisted throughout the LLAD controversy: <strong data-start=\"3919\" data-end=\"4123\">the distinction between a calculation being technically available somewhere in the supporting documentation and a property owner being able to readily understand how his or her assessment was derived.<\/strong><\/p>\n<h3 data-section-id=\"xm086l\" data-start=\"4125\" data-end=\"4157\">The retroactive bill problem<\/h3>\n<p data-start=\"4159\" data-end=\"4334\">The controversy intensified when a dispute between EDHCSD and the El Dorado County auditor-controller resulted in LLAD assessments not appearing on certain property tax bills.<\/p>\n<p data-start=\"4336\" data-end=\"4614\">The issue dates back to the 2022 tax cycle, when assessments associated with more than 20 EDHCSD LLADs were excluded from property tax bills.
