EL DORADO HILLS, Calif.<\/strong> \u2014 After years of homeowner complaints, administrative disputes and escalating questions about how neighborhood landscape and lighting assessments are calculated, the El Dorado Hills Community Services District Board of Directors is calling for a fundamental overhaul of the system.<\/p>\n

The board’s unanimous action marks a significant shift in the continuing controversy surrounding the district’s Landscape and Lighting Assessment Districts<\/strong>, commonly known as LLADs.<\/p>\n

For property owners, the issue is more than an accounting dispute. LLAD assessments appear on property tax bills and fund services such as landscaping, lighting and related improvements within designated neighborhoods. The central question now confronting the district is whether the existing system provides property owners with a sufficiently clear, consistent and defensible explanation of why they pay what they pay.<\/p>\n

Years of resident frustration<\/h3>\n

The latest action comes after persistent criticism from El Dorado Hills homeowners over differences in assessments among neighborhoods and questions about the methodology used to determine individual charges.<\/p>\n

The controversy has already produced public criticism, political pressure and calls for greater oversight of the district. Local reporting has documented homeowner efforts to challenge the district’s handling of LLAD assessments, including demands for greater transparency and accountability.<\/p>\n

The concerns are not entirely new.<\/p>\n

An El Dorado County Civil Grand Jury investigation into EDHCSD’s management of LLADs previously questioned how assessment calculations were presented and whether property owners had adequate mechanisms for representing their interests.<\/p>\n

In its formal response, the district disagreed with one Grand Jury finding that the consolidated engineering report did not show the ratios or calculations used to determine special and general assessments. The district maintained that the underlying formation reports contained the necessary calculations and that established assessment methodologies had been carried forward by subsequent engineering firms.<\/p>\n

That disagreement illustrates one of the fundamental problems that has persisted throughout the LLAD controversy: the distinction between a calculation being technically available somewhere in the supporting documentation and a property owner being able to readily understand how his or her assessment was derived.<\/strong><\/p>\n

The retroactive bill problem<\/h3>\n

The controversy intensified when a dispute between EDHCSD and the El Dorado County auditor-controller resulted in LLAD assessments not appearing on certain property tax bills.<\/p>\n

The issue dates back to the 2022 tax cycle, when assessments associated with more than 20 EDHCSD LLADs were excluded from property tax bills. Contemporary reporting estimated the resulting loss to the district at approximately $1.4 million.<\/p>\n

That did not eliminate the underlying assessments.<\/p>\n

Instead, property owners could ultimately be required to pay assessments that were not collected when originally due.<\/p>\n

The result is an especially difficult situation for homeowners who may have believed their tax obligations had already been settled. A retroactive assessment can transform what might have been a relatively modest annual charge into a substantially larger unexpected bill.<\/p>\n

For homeowners living on fixed incomes or managing tight household budgets, the distinction is significant.<\/p>\n

Engineering data at the center of the dispute<\/h3>\n

At the heart of the conflict has been the engineering information used to calculate LLAD assessments.<\/p>\n

EDHCSD’s own response to the earlier Grand Jury investigation states that DTA, the district’s assessment engineer beginning in 2018, reviewed previous formation documents and engineering reports and carried forward the assessment methodology established in earlier reports.<\/p>\n

The district argued that once an LLAD assessment methodology has been established, it cannot simply be changed during the annual review process.<\/p>\n

But the more recent controversy has moved the debate beyond whether a methodology technically exists.<\/p>\n

It is increasingly about whether the process used to apply that methodology is sufficiently transparent, accurate and understandable to the people paying the assessments.<\/p>\n

A problem identified years ago<\/h3>\n

The Grand Jury’s examination also raised concerns about representation.<\/p>\n

In its response, EDHCSD acknowledged a finding that LLAD parcel owners did not have an LLAD advisory committee representing their interests. The district said it had previously attempted to establish such a committee but had not received sufficient community interest and indicated it would again seek community participation.<\/p>\n

That history is important because it shows that the demand for greater public involvement did not emerge with the latest dispute.<\/p>\n

Questions about assessment calculations, public participation and accountability have been recurring issues for years.<\/p>\n

The district’s 2025 public-hearing materials also demonstrate the formal process through which LLAD assessment rates are approved. Under that process, property owners may protest the annual report orally or in writing, after which the board considers the protests before potentially directing that the assessment roll be filed with the El Dorado County Auditor’s Office.<\/p>\n

What an overhaul could mean<\/h3>\n

The board’s call for an overhaul creates an opportunity to address the controversy at its source rather than simply resolving individual billing disputes.<\/p>\n

A credible reform effort could include a clear explanation of the methodology for every LLAD, standardized documentation showing how each assessment is calculated, neighborhood-by-neighborhood comparisons, readily accessible engineering reports and a more formal mechanism for property-owner participation.<\/p>\n

It could also establish a transparent procedure for correcting errors before assessments reach the county tax roll.<\/p>\n

That would be particularly important given the district’s history of disagreement with county officials.<\/p>\n

The earlier dispute became sufficiently contentious that the county auditor-controller publicly challenged EDHCSD’s position, while the district maintained that the county’s requirements were not supported by law or fact. The conflict eventually became the subject of litigation.<\/p>\n

Trust is now part of the equation<\/h3>\n

For a special district whose assessments directly affect homeowners’ property-tax bills, public confidence is not merely a public-relations issue.<\/p>\n

It is a fundamental component of the assessment process.<\/p>\n

The district’s own historical record demonstrates how difficult that trust can be to restore once residents believe they cannot easily determine how a charge was calculated.<\/p>\n

The Grand Jury investigation, the county dispute, omitted assessments, potential retroactive bills and years of homeowner complaints have created a cumulative problem that cannot be resolved simply by publishing another annual assessment report.<\/p>\n

The board’s unanimous decision to pursue an overhaul therefore represents an important test for EDHCSD leadership.<\/p>\n

The question now is whether the proposed review will produce a system that is not only legally defensible, but also understandable to the El Dorado Hills property owners who ultimately pay the bills.<\/p>\n
