{"id":13807,"date":"2026-08-21T21:15:43","date_gmt":"2026-08-22T05:15:43","guid":{"rendered":"https:\/\/inedc.com\/26\/?p=13807"},"modified":"2026-08-21T21:15:43","modified_gmt":"2026-08-22T05:15:43","slug":"el-dorado-hills-bike-park-2-million-over-estimate","status":"publish","type":"post","link":"https:\/\/inedc.com\/26\/news\/el-dorado-hills-bike-park-2-million-over-estimate\/","title":{"rendered":"El Dorado Hills Bike Park $2 Million Over Estimate"},"content":{"rendered":"<p class=\"isSelectedEnd\"><strong>EL DORADO HILLS, Calif.<\/strong> \u2014 A long-planned bike park in El Dorado Hills is facing a potentially costly end after project expenses climbed well beyond earlier estimates, prompting El Dorado Hills Community Services District staff to recommend abandoning the development.<\/p>\n<p class=\"isSelectedEnd\">The Silver Dove Bike Park was envisioned as a recreational destination near Bass Lake Road and Silver Dove Way, adjacent to El Dorado Hills Fire Station 86. The proposal calls for bike flow trails, a pump track and multi-use fitness and nature-exploration trails.<\/p>\n<p class=\"isSelectedEnd\">The Sacramento Bee reported Aug. 20 that the project is now about $2 million over its estimate and that district staff want to abandon the plan. The district has already spent approximately $400,000 planning the project, according to the report.<\/p>\n<h3>A project years in the making<\/h3>\n<p class=\"isSelectedEnd\">Silver Dove was not a recent proposal.<\/p>\n<p class=\"isSelectedEnd\">District records show the project originated as part of the agency&#8217;s broader effort to develop two bike parks in El Dorado Hills. The district board approved the capital improvement project in February 2022, followed by research, designer selection and preliminary design work.<\/p>\n<p class=\"isSelectedEnd\">In 2023, the district held community workshops after receiving public input on proposed bike park designs. The updated design ultimately received unanimous board approval Nov. 9, 2023. District records say approximately 50 people attended that meeting and more than a dozen members of the public spoke in favor of the project.<\/p>\n<p class=\"isSelectedEnd\">The district&#8217;s 2024 Parks and Recreation Facilities Master Plan also showed strong community interest in a bike park or pump track. In a public survey, the bike park\/pump track received 865 votes, the highest total among the proposed new recreational amenities. Forty-four percent of respondents voted for it.<\/p>\n<p class=\"isSelectedEnd\">That history makes the latest recommendation particularly significant for El Dorado Hills residents who supported the project as a new recreational amenity.<\/p>\n<h3>Costs and complications mounted<\/h3>\n<p class=\"isSelectedEnd\">The project encountered challenges before construction could begin.<\/p>\n<p class=\"isSelectedEnd\">District documents show the agency moved forward with professional design and construction-drawing services in 2024. The board awarded Stantec a $391,780.15 professional services contract for Silver Dove construction drawings to supplement the work prepared by bike park designer Hilride Progression Development.<\/p>\n<p class=\"isSelectedEnd\">The district also had to address water and wastewater issues at the site.<\/p>\n<p class=\"isSelectedEnd\">A 2025 district project report said staff had determined the Silver Dove parcel was outside the El Dorado Irrigation District&#8217;s service boundary. Two options were identified: develop well water and a septic system or pursue annexation into EID and extend utility infrastructure. District staff characterized annexation as the better long-term solution.<\/p>\n<p class=\"isSelectedEnd\">The county&#8217;s annual development-impact-fee report likewise listed Silver Dove as still in the planning phase for utility connections and construction drawings. At the time of that report, construction was projected for March 2027.<\/p>\n<p class=\"isSelectedEnd\">Those delays and additional requirements now come against a much higher projected construction cost.<\/p>\n<h3>Impact fees have funded the project<\/h3>\n<p class=\"isSelectedEnd\">The Silver Dove project has been funded through El Dorado Hills park impact fees rather than the county&#8217;s general fund.<\/p>\n<p class=\"isSelectedEnd\">In May 2026, the El Dorado County Board of Supervisors approved a $298,347.80 disbursement from the El Dorado Hills Community Services District impact mitigation fee account. The request included $2,632.40 specifically for Silver Dove Bike Park, along with expenditures for the Powerline Bike Park, Utility Corridor Trail and Bass Lake Regional Park.<\/p>\n<p class=\"isSelectedEnd\">The county reported that the El Dorado Hills park impact-fee account contained approximately $25.48 million as of April 2026. Those funds are restricted for purposes authorized under California&#8217;s Mitigation Fee Act and are separate from the county&#8217;s general fund.<\/p>\n<p class=\"isSelectedEnd\">The distinction matters: abandoning Silver Dove would not necessarily mean the district could simply redirect every dollar already associated with the project to an unrelated purpose. The use of development-impact-fee revenue is governed by state law and the applicable fee program.<\/p>\n<h3>The project was once budgeted at $3.65 million<\/h3>\n<p class=\"isSelectedEnd\">The district&#8217;s capital improvement budget provides an indication of how dramatically the financial picture has changed.<\/p>\n<p class=\"isSelectedEnd\">The district&#8217;s adopted budget previously listed Silver Dove as CIP 954B, with $3.15 million identified for construction drawings, permitting and construction, plus $500,000 in additional funding, for a total project budget of $3.65 million.<\/p>\n<p class=\"isSelectedEnd\">The latest reported estimate \u2014 roughly $2 million above the original estimate \u2014 represents a substantial increase for a single recreational project.<\/p>\n<p class=\"isSelectedEnd\">For taxpayers and residents, the question is therefore larger than whether El Dorado Hills should have a bike park. It is whether the district should continue spending on a project whose projected construction cost has moved significantly beyond the financial assumptions used when the project was approved.<\/p>\n<h3>Community demand remains part of the equation<\/h3>\n<p class=\"isSelectedEnd\">The potential cancellation also creates a tension between fiscal prudence and documented demand for additional cycling facilities.<\/p>\n<p class=\"isSelectedEnd\">The district&#8217;s master-plan survey identified the bike park\/pump track as the most popular proposed new recreational amenity. That finding helped establish the community rationale for pursuing the project.<\/p>\n<p class=\"isSelectedEnd\">At the same time, the district is managing multiple major capital projects, including Bass Lake Regional Park, the Powerline Bike Park, the Utility Corridor Trail and other planned recreational facilities.<\/p>\n<p class=\"isSelectedEnd\">The county&#8217;s May 2026 records show that El Dorado Hills continued receiving development-impact-fee reimbursements for several of those projects, illustrating the competing demands on the district&#8217;s park infrastructure program.<\/p>\n<p class=\"isSelectedEnd\">The district&#8217;s other bike park project, Powerline Bike Park, is also moving through its own permitting and construction process.
