WASHINGTON \u2014 A new Trump administration order is putting the federal government on a path toward potentially changing how gray wolves are protected and managed, a move that could eventually affect wildlife policy across California and the Sierra Nevada.<\/p>\n
President Donald Trump signed the executive order Friday as part of a broader administration effort aimed at supporting U.S. ranchers and addressing declining cattle numbers and livestock losses.<\/p>\n
The order gives the Interior Department 90 days to determine whether the gray wolf and Mexican wolf have met the recovery criteria for federal delisting or downlisting. If Interior determines the criteria have been met, the department is directed to begin the appropriate process under the Endangered Species Act.<\/p>\n
The order goes beyond simply reviewing the wolves’ endangered status.<\/p>\n
It directs Interior to consider changing regulations or issuing guidance that could allow greater emergency responsiveness \u2014 including lethal removal \u2014 when wolves pose threats to human safety or domestic livestock.<\/p>\n
Trump’s administration has framed the action as part of a broader effort to help ranchers.<\/p>\n
The White House said in the order that “more can and should be done to support this critical industry,” while directing several federal agencies to review regulations and policies affecting American ranchers.<\/p>\n
For California, the issue is complicated by the state’s separate endangered-species protections.<\/p>\n
The California Department of Fish and Wildlife says gray wolves are endangered under both the federal Endangered Species Act and the California Endangered Species Act. The species was likely eliminated from California by the 1920s but began returning naturally in 2011 when individual wolves dispersed south from populations in neighboring states.<\/p>\n
CDFW says wolves were not reintroduced by the state<\/strong>.<\/p>\n Instead, they came back on their own.<\/p>\n The department’s most recent information shows multiple confirmed wolf packs in Northern California, with documented wolf activity extending into the northern Sierra. CDFW’s July 2026 data identifies wolf activity in Modoc and Sierra counties and continues to track dispersing animals whose movements can cover large areas.<\/p>\n That matters to El Dorado County.<\/p>\n There is currently no confirmed resident wolf pack identified by CDFW in El Dorado County.<\/p>\n But that does not mean wolves are irrelevant to the county.<\/p>\n CDFW specifically places El Dorado County within its North Central Region for investigating suspected wolf-livestock conflicts. The department works with USDA Wildlife Services and county personnel when livestock depredation is suspected.<\/p>\n And wolves have already demonstrated that they can travel through the county.<\/p>\n A June 2026 discussion involving California wildlife officials and regional agricultural representatives referenced a wolf that traveled south through El Dorado County before eventually being killed after being struck by a vehicle in Southern California. The discussion also noted that California’s expanding wolf population is creating increasing concerns about livestock and wildlife management.<\/p>\n That distinction is important.<\/p>\n A wolf passing through El Dorado County is not the same thing as a resident pack establishing territory here.<\/strong><\/p>\n Friday’s order does not<\/strong> immediately remove federal protection from California wolves.<\/p>\n That process requires action by the Interior Department and the U.S. Fish and Wildlife Service under the Endangered Species Act. Delisting or downlisting would involve formal federal procedures rather than an immediate change taking effect simply because Trump signed the executive order.<\/p>\n And even if federal protections were eventually removed, California’s state endangered-species law would remain a separate legal barrier.<\/p>\n CDFW currently states that killing, hunting, pursuing, harassing, catching or capturing a gray wolf is prohibited anywhere in California. There is no California wolf hunting season.<\/p>\n In other words, a federal delisting would not automatically create a California wolf-hunting season.<\/strong><\/p>\n It could, however, change the federal regulatory framework governing wolves and potentially give federal and state wildlife managers more flexibility, depending on the final rules and California law.<\/p>\n The administration’s action comes as the cattle industry faces significant pressures.<\/p>\n Reuters reported that U.S. cattle numbers have fallen to a 75-year low amid drought, wildfires and other pressures, contributing to elevated beef prices. The administration has responded with several measures intended to help ranchers rebuild the nation’s cattle herd and increase domestic beef production.<\/p>\n Wolf depredation is one piece of that larger debate.<\/p>\n CDFW acknowledges that wolves can prey on livestock under certain circumstances. The agency also says California has successfully used nonlethal tools, including range riders, turbo fladry, radio-activated guard devices and foxlights, to reduce conflicts between wolves and livestock.<\/p>\n The department maintains a formal process for investigating suspected wolf attacks, including documenting physical evidence and determining whether wolves were responsible.<\/p>\n That evidence-based process will become increasingly important as wolves continue expanding their range.<\/p>\n For residents of the Sierra Nevada foothills, the federal action raises a question that extends beyond Washington.<\/p>\n How should California manage a native predator that was once eliminated from the state but is now returning?<\/p>\n CDFW describes gray wolves as a native California species whose historical range likely included the Sierra Nevada, southern Cascades, Modoc Plateau, Klamath Mountains and other portions of the state. Historical accounts also indicate wolves occupied portions of the Sierra foothills and mountains.<\/p>\n The animals’ return therefore represents both a conservation development and a management challenge.<\/p>\n El Dorado County already has extensive forests, rangeland and rural properties where livestock and wildlife share the same landscape. County officials maintain programs addressing wildlife damage, and the county has previously contracted with USDA Wildlife Services for an integrated wildlife-damage management program intended to protect residents, property, livestock, crops and natural resources.<\/p>\n The county’s rural landscape makes that balancing act especially relevant.<\/p>\n The most immediate consequence of Trump’s order is a federal review \u2014 not an immediate change in the legal status of wolves.<\/p>\n Interior now has 90 days to make its initial determination concerning whether gray and Mexican wolves have met federal recovery criteria. The department is also being directed to examine how federal agencies authorize lethal removal when wolves threaten livestock or human safety.<\/p>\n What happens afterward could set up another major fight over federal wildlife policy, state authority, livestock protection and the future of wolf populations in the West.<\/p>\n For El Dorado County, the issue is still largely one of what may be coming<\/strong>, rather than a wolf crisis already unfolding in local pastures.<\/p>\n But the wolves are moving.<\/p>\n And federal policy is moving with them.<\/p>\n White House \u2014 Supporting America’s Ranchers executive order<\/a><\/span><\/span> Wolves are moving back into California \u2014 and now Washington is moving to change how they are managed.
