{"id":14083,"date":"2026-09-11T09:37:40","date_gmt":"2026-09-11T17:37:40","guid":{"rendered":"https:\/\/inedc.com\/26\/?p=14083"},"modified":"2026-09-11T09:37:40","modified_gmt":"2026-09-11T17:37:40","slug":"marshall-clarifies-1-25m-seismic-grant","status":"publish","type":"post","link":"https:\/\/inedc.com\/26\/news\/marshall-clarifies-1-25m-seismic-grant\/","title":{"rendered":"Marshall Clarifies $1.25M Seismic Grant"},"content":{"rendered":"<h3 class=\"PDq2pG_selectionAnchorContainer\" data-section-id=\"1vexarf\" data-start=\"1581\" data-end=\"1654\">Marshall Medical Center responds to questions about state seismic aid<\/h3>\n<p data-start=\"1656\" data-end=\"1934\"><strong data-start=\"1656\" data-end=\"1681\">PLACERVILLE, Calif. \u2014<\/strong> Marshall Medical Center Interim Chief Executive Officer Martin Entwistle has responded to questions surrounding the hospital\u2019s state seismic funding, its estimated infrastructure needs and the role Measure S could play in financing future improvements.<\/p>\n<p data-start=\"1936\" data-end=\"2159\">In a letter to the editor, Entwistle said Marshall was awarded <strong data-start=\"1999\" data-end=\"2016\">$1.25 million<\/strong> through California\u2019s Small and Rural Hospital Relief Program on May 30, 2025, but emphasized that the hospital has not yet received the money.<\/p>\n<p data-start=\"2161\" data-end=\"2251\">The grant includes the <strong data-start=\"2184\" data-end=\"2234\">$650,000 award referenced in previous coverage<\/strong>, Entwistle said.<\/p>\n<blockquote>\n<p data-start=\"2253\" data-end=\"2379\">\u201cWe expect to see these funds paid in the next few months, in the form of reimbursements for expenses already paid,\u201d he wrote.<\/p>\n<\/blockquote>\n<p data-start=\"2381\" data-end=\"2726\">California\u2019s Health Care Access and Information department administers the Small and Rural Hospital Relief Program, which provides grants to qualifying small, rural and critical-access hospitals for seismic safety compliance projects. Marshall Medical Center is listed by HCAI as an eligible rural hospital.<\/p>\n<h3 data-section-id=\"lyff20\" data-start=\"2728\" data-end=\"2787\">Grant is not the same as $40 million in remaining needs<\/h3>\n<p data-start=\"2789\" data-end=\"2913\">Entwistle said the state grant is significant but represents only a fraction of the hospital\u2019s overall seismic requirements.<\/p>\n<p data-start=\"2915\" data-end=\"3168\">Marshall estimates that <strong data-start=\"2939\" data-end=\"3016\">$40 million is needed to meet the state\u2019s seismic compliance requirements<\/strong>, while approximately <strong data-start=\"3038\" data-end=\"3071\">$125 million in total capital<\/strong> is needed for building work, seismic compliance, aging equipment and other infrastructure needs.<\/p>\n<blockquote>\n<p data-start=\"3170\" data-end=\"3373\">\u201cThe grant funds are certainly a step in a positive direction to help meet our funding needs,\u201d Entwistle wrote, \u201cbut that number still falls significantly short\u201d of the hospital&#8217;s projected requirements.<\/p>\n<\/blockquote>\n<p data-start=\"3375\" data-end=\"3761\">California law requires acute-care hospitals to meet specified seismic standards by <strong data-start=\"3459\" data-end=\"3475\">Jan. 1, 2030<\/strong>, unless an authorized extension applies. HCAI says a hospital meets the 2030 standard when its general acute-care buildings meet specified Structural Performance Category requirements and the required Nonstructural Performance Category 5 standard.<\/p>\n<p data-start=\"3763\" data-end=\"4154\">The state&#8217;s current framework also allows qualifying small and rural hospitals to seek a delay of up to three years under <strong data-start=\"3885\" data-end=\"3895\">AB 869<\/strong>, subject to eligibility requirements and approval by HCAI. HCAI&#8217;s guidance says qualifying hospitals may have an approved delay beyond Jan. 1, 2030, with additional requirements governing compliance plans and milestones.<\/p>\n<h3 data-section-id=\"kir2p3\" data-start=\"4156\" data-end=\"4212\">Marshall says more than $70 million already invested<\/h3>\n<p data-start=\"4214\" data-end=\"4351\">Entwistle disputed any suggestion that Marshall arrived at its current position without making substantial investments in its facilities.<\/p>\n<p data-start=\"4353\" data-end=\"4613\">He said Marshall has spent <strong data-start=\"4380\" data-end=\"4483\">more than $70 million on work associated with California&#8217;s mandated seismic compliance requirements<\/strong>, including construction of the hospital&#8217;s South Wing, completed in 2015, as well as engineering, architectural and planning work.<\/p>\n<p data-start=\"4615\" data-end=\"4763\">The hospital&#8217;s position is that those investments have been necessary but have not eliminated the remaining seismic and infrastructure requirements.<\/p>\n<p data-start=\"4765\" data-end=\"5117\">Marshall&#8217;s argument comes against a broader backdrop of financial pressure on rural hospitals. HCAI describes the state&#8217;s Small and Rural Hospital Relief Program as specifically intended to assist hospitals where seismic requirements create a significant financial burden that could threaten access to health care.<\/p>\n<h3 data-section-id=\"1qcy6s6\" data-start=\"5119\" data-end=\"5162\">Why Measure S is part of the discussion<\/h3>\n<p data-start=\"5164\" data-end=\"5309\">The financial question is now intertwined with <strong data-start=\"5211\" data-end=\"5224\">Measure S<\/strong>, which will appear on the Nov. 3, 2026, general election ballot in El Dorado County.<\/p>\n<p data-start=\"5311\" data-end=\"5717\">According to the El Dorado County Elections Department, Measure S would impose a <strong data-start=\"5392\" data-end=\"5438\">3\/8-cent countywide sales tax for 30 years<\/strong>, generating approximately <strong data-start=\"5465\" data-end=\"5489\">$13 million annually<\/strong>. The ballot language identifies hospital facilities, equipment and technology, local emergency-room access, wildfire prevention and rapid 911 emergency response as purposes for the revenue.<\/p>\n<p data-start=\"5719\" data-end=\"5890\">The measure&#8217;s proponents, including Marshall, have argued that aging hospital infrastructure and California&#8217;s seismic requirements make additional local funding necessary.<\/p>\n<p data-start=\"5892\" data-end=\"6121\">Entwistle said Marshall could continue pursuing other grants and financing if Measure S passes, but he cautioned that there is no guarantee those sources would become available quickly enough to satisfy the 2030 seismic deadline.<\/p>\n<p data-start=\"6123\" data-end=\"6443\">That distinction is important: <strong data-start=\"6154\" data-end=\"6243\">the $1.25 million state grant and Measure S are not interchangeable sources of money.<\/strong> The state grant is a one-time award tied to eligible seismic-related expenses, according to Marshall&#8217;s response, while Measure S would provide a long-term local revenue source for specified purposes.<\/p>\n<p data-start=\"6445\" data-end=\"6692\">The county&#8217;s official ballot description says Measure S revenue would remain subject to local controls, while the measure&#8217;s campaign materials say spending would be subject to independent oversight and audits.<\/p>\n<h3 data-section-id=\"9m537x\" data-start=\"6694\" data-end=\"6760\">Marshall frames hospital as part of county&#8217;s emergency network<\/h3>\n<p data-start=\"6762\" data-end=\"6868\">Entwistle also placed the seismic issue in the context of El Dorado County&#8217;s broader public safety system.<\/p>\n<p data-start=\"6870\" data-end=\"7011\">He pointed to the county&#8217;s wildfire risk and Marshall&#8217;s relationships with local fire chiefs, firefighters and wildfire-prevention officials.<\/p>\n<p data-start=\"7013\" data-end=\"7223\">The argument is straightforward: During a major wildfire, vehicle collision, medical emergency or other disaster, local hospital capacity can become a public-safety issue rather than simply a health-care issue.<\/p>\n<p data-start=\"7225\" data-end=\"7381\">Marshall says maintaining local emergency services reduces the need for residents to travel outside the county for care, particularly when time is critical.<\/p>\n<p data-start=\"7383\" data-end=\"7542\">The hospital&#8217;s argument also comes as the county prepares to consider how Measure S revenue would be distributed between emergency services and hospital needs.<\/p>\n<h3 data-section-id=\"wuibb5\" data-start=\"7544\" data-end=\"7574\">The $1.25 million question<\/h3>\n<p data-start=\"7576\" data-end=\"7754\">For residents following the Measure S debate, the most direct answer from Marshall is that <strong data-start=\"7667\" data-end=\"7753\">the hospital says it did receive a state award \u2014 but has not yet received the cash<\/strong>.<\/p>\n<p data-start=\"7756\" data-end=\"7889\">Marshall says the $1.25 million award was made May 30, 2025, and is expected to be paid as reimbursement for qualifying expenditures.<\/p>\n<p data-start=\"7891\" data-end=\"8081\">The state program itself confirms that Marshall is an eligible rural hospital and that SRHRP grants are intended to support seismic compliance projects.<\/p>\n<p data-start=\"8083\" data-end=\"8132\">The larger financial question remains unresolved.<\/p>\n<p data-start=\"8134\" data-end=\"8297\">Even after accounting for the state grant, Marshall says it faces tens of millions of dollars in seismic work and an estimated $125 million in total capital needs.<\/p>\n<p data-start=\"8299\" data-end=\"8386\">That is the financial gap hospital officials say Measure S is intended to help address.<\/p>\n<h3 data-section-id=\"1vxjwtt\" data-start=\"8388\" data-end=\"8422\">A decision now moves to voters<\/h3>\n<p data-start=\"8424\" data-end=\"8494\">Marshall&#8217;s request is ultimately a request to El Dorado County voters.<\/p>\n<p data-start=\"8496\" data-end=\"8684\">The hospital says the community helped establish and sustain Marshall more than six decades ago and that local support is again necessary to preserve independent health care in the county.<\/p>\n<blockquote>\n<p data-start=\"8686\" data-end=\"8772\">\u201cUltimately, the community and Marshall are mutually interdependent,\u201d Entwistle wrote.<\/p>\n<\/blockquote>\n<p data-start=\"8774\" data-end=\"9000\">Marshall was founded in 1959 and remains an independent, nonprofit health-care organization serving El Dorado County. HCAI identifies its main facility at 1100 Marshall Way in Placerville.<\/p>\n<p data-start=\"9002\" data-end=\"9216\">Entwistle&#8217;s response makes clear that Marshall views the seismic mandate as only one component of a larger infrastructure challenge involving aging buildings, deferred maintenance, medical equipment and technology.<\/p>\n<p data-start=\"9218\" data-end=\"9343\">For voters, the central question heading toward November is therefore larger than whether Marshall received state assistance.<\/p>\n<p data-start=\"9345\" data-end=\"9591\">It is whether <strong data-start=\"9359\" data-end=\"9591\">$1.25 million in state aid, more than $70 million already invested by Marshall and other potential funding sources will be enough \u2014 or whether local taxpayers should provide another long-term source of capital through Measure S.<\/strong><\/p>\n<p data-start=\"9593\" data-end=\"9696\">The answer will be decided at the ballot box on <strong data-start=\"9641\" data-end=\"9657\">Nov. 3, 2026<\/strong>.<\/p>\n<p data-start=\"9698\" data-end=\"10114\"><strong data-start=\"9698\" data-end=\"9714\">Source note:<\/strong> This report incorporates Martin Entwistle&#8217;s letter provided to Placerville NewsWire, California Health Care Access and Information records and the El Dorado County Elections Department&#8217;s official Measure S information.
