She was 2 years old at the time.

Historical records show the Shingle Springs Rancheria had a complicated history involving federal recognition, land status and tribal organization. The tribe formally organized in 1970, according to an El Dorado County historical timeline, and the Shingle Springs Rancheria was included in the federal government’s list of recognized tribal entities in 1979.

The Rancheria, located north of U.S. Highway 50 between Shingle Springs and Placerville, became the physical center of a community that had endured decades of uncertainty over land, access and federal policy. A California appellate court later described the Rancheria as approximately 160 acres held in trust by the United States for the federally recognized tribe.

For Tayaba, growing up there gave her a perspective few outsiders could easily understand.

She remembers growing up poor in a predominantly white and affluent El Dorado County community and attending classrooms where she was often the only brown student.

Those experiences helped shape the tribal leader she would become.

Tayaba has served on the tribal council for more than 20 years and has taken on numerous responsibilities within the tribe.

Before becoming director of Traditional Ecological Knowledge, she worked as a cultural researcher and spent a decade as the tribe’s director of social services, according to the Indigenous Futures Society. Her current work includes bringing cultural activities back into the tribal community, including basketry, traditional song and dance, ceremony, land stewardship and language revitalization.

Bringing knowledge back

Traditional Ecological Knowledge provides a bridge between cultural preservation and environmental stewardship.

The Shingle Springs Band’s TEK department focuses on understanding how Indigenous ancestors interacted with plants, animals and landscapes and applying that knowledge to contemporary environmental challenges.

That work extends beyond El Dorado County.

Tayaba has participated in regional discussions involving the Sacramento-San Joaquin Delta and Indigenous stewardship. A California Delta science initiative describes a collaboration involving the Shingle Springs Band that seeks to integrate Traditional Ecological Knowledge into landscape science, management strategies and public policy.

Tayaba also has represented the tribe in broader policy discussions, including work involving California water and environmental issues.

Her job requires her to move between several worlds — assisting tribal members at home, representing tribal interests at the state Capitol and explaining the tribe’s history and traditions to non-Native audiences.

The common thread is sovereignty.

Sovereignty and the land

The tribe’s continuing efforts to secure land and housing demonstrate how closely cultural preservation remains tied to the physical landscape.

In 2014, federal legislation transferred federal land in El Dorado County into trust for the benefit of the Shingle Springs Band.

More recently, the tribe has pursued additional land acquisitions and trust transfers.

In June 2026, California’s environmental review database recorded a federal finding for a proposed 295.7-acre fee-to-trust project involving 29 parcels for the Shingle Springs Band. The proposal includes housing, an arena, commercial space, an emergency shelter and other facilities.

At the federal level, the Shingle Springs Band of Miwok Indians Land Transfer Act of 2025 was reported by the Senate Committee on Indian Affairs on Sept. 22, 2026. The legislation would place additional El Dorado County lands into federal trust for the tribe.

Those developments are part of a much larger story than land ownership alone.

For Tayaba, land provides a place where culture can be practiced, taught and passed to another generation.

A culture that continues

Traditional songs, language, ceremony, basketry and knowledge of the natural world are not simply artifacts of a distant past.

They are practices that can be taught to children and carried forward.

That is why Tayaba sees her work as ongoing.

She is helping reconnect tribal members with knowledge that previous generations were discouraged or prohibited from practicing while also educating people outside the tribal community about the Shingle Springs Band’s history and continuing presence.

Her message is ultimately about continuity.

The Shingle Springs Band’s history predates the modern boundaries of El Dorado County, and its leaders increasingly are asserting that the tribe’s future must be considered alongside its past.

For Tayaba, that future is not theoretical.

She has watched her community grow during her own lifetime.

And she intends to keep pushing it forward.

“We are not going to stop,” Tayaba said. “The tribe was here before and we are here now, and we are going to be here in the future.”

For a tribal leader who grew up on the Rancheria, the statement is more than a political declaration.

It is a promise of continuity.

For Malissa Tayaba, culture is more than history.
