We get less.<\/strong><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Does \u201cMeasure S\u201d make EDH a Cash Cow for services they will not use?<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Most of the \u201cMeasure S\u201d tax revenue will come from the community of EDH.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Most of Tax Proceeds generated by \u201cMeasure S\u201d Tax will go to Marshall Hospital in Placerville but few in EDH will go there.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Is \u201cMeasure S\u201d a Bad ROI for taxes collected?\u00a0 Of the sales tax monies generated by \u201cMeasure S\u201d for fire issues will be less than a 9% ROI.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Notes:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This Sales Tax will apply to: residents the same as people passing through; The Unincorporated areas and in addition to the two cities of South Lake Tahoe and Placerville local taxes; Car\/Truck purchases regardless of where they are purchased the sales tax will apply at purchaser\u2019s address.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u201cMeasure S\u201d is bifurcated into two major beneficiaries, Marshall Medical and Fire services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/inedc.com\/26\/news\/marshall-clarifies-1-25m-seismic-grant\/\">Marshall\u2019s current CEO has said that the facility opted out of the State provided Grants<\/a> for retrofitting because the Grant has performance status mandates and they have a high rate of expense.\u00a0 So the Marshall is seeking a stream of money without these limiting constraints.<\/span><\/li>\n<\/ol>\n<p class=\"isSelectedEnd\">\n<h1>The $390 Million Question: Who Really Benefits From Measure S?<\/h1>\n<p class=\"isSelectedEnd\">There is an old argument in El Dorado Hills that never seems to die:<\/p>\n<p class=\"isSelectedEnd\"><strong>We pay more. We get less.<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Taxpayers of the El Dorado Hills area have often argued that they are subsidizing the rest of the county with their taxes but do not get a fair amount of services back for the amount of money they contribute to the County as a whole.\u00a0 One of the issues argued in City Formation is to gain independent use of local taxes collected.\u00a0 If Measure S passes the included sales tax will be in addition to any local taxes.<\/span><\/p>\n<p class=\"isSelectedEnd\">Now Measure S gives that argument a price tag.<\/p>\n<p class=\"isSelectedEnd\">A very large one.<\/p>\n<p class=\"isSelectedEnd\">If approved Nov. 3, Measure S would impose a <strong>3\/8% sales tax for 30 years<\/strong>, generating approximately <strong>$13 million annually<\/strong>, according to the official El Dorado County ballot language.<\/p>\n<p class=\"isSelectedEnd\">That&#8217;s roughly <strong>$390 million over three decades<\/strong>.<\/p>\n<p class=\"isSelectedEnd\">Three hundred ninety million dollars is not pocket change.<\/p>\n<p class=\"isSelectedEnd\">It is not a rounding error in the county budget.<\/p>\n<p class=\"isSelectedEnd\">And it is certainly not something El Dorado County voters should approve merely because the tax adds only a few cents to an individual purchase.<\/p>\n<p class=\"isSelectedEnd\">The real question is much bigger:<\/p>\n<p class=\"isSelectedEnd\"><strong>Who is going to provide that $390 million \u2014 and who is going to receive it?<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center;\"><span style=\"font-weight: 400;\">This argument begs the question, who is paying the sales tax money used by the County?<\/span><\/h3>\n<p class=\"isSelectedEnd\">That&#8217;s why the correct debate isn&#8217;t:<\/p>\n<p class=\"isSelectedEnd\"><strong>&#8220;Can you afford 38 cents?&#8221;<\/strong><\/p>\n<p class=\"isSelectedEnd\">The correct debate is:<\/p>\n<p class=\"isSelectedEnd\"><strong>&#8220;Is this the best use of approximately $390 million in taxpayer-generated revenue?&#8221;<\/strong><\/p>\n<p>Those are two very different questions.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">El Dorado County does not officially publish sales tax revenues explicitly segmented into strict &#8220;East,&#8221; &#8220;Central,&#8221; and &#8220;West&#8221; categories. However, we can generate a reliable <\/span><b>annual regional estimate based on the county&#8217;s major retail hubs, population distribution, and sales tax allocation profiles<\/b><span style=\"font-weight: 400;\"> prepared by local financial updates.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The county&#8217;s unincorporated sales tax revenue trends around <\/span><b>$18 million to $22 million annually<\/b><span style=\"font-weight: 400;\"> (excluding the specific municipal allocations belonging strictly to the cities of Placerville and South Lake Tahoe).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The geographic breakdown of the county&#8217;s annual sales tax revenue roughly aligns as follows:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Estimated Annual Sales Tax Revenue Distribution<\/span><\/p>\n<table>\n<tbody>\n<tr>\n<td><b>Region<\/b><\/td>\n<td><b>Primary Economic Hubs &amp; Tax Drivers<\/b><\/td>\n<td><b>Estimated Revenue Share<\/b><\/td>\n<td><b>Estimated Annual Revenue<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>West County<\/b><\/td>\n<td><b>El Dorado Hills<\/b><span style=\"font-weight: 400;\">, Cameron Park, Shingle Springs. The unincorporated county portion captures a lower percentage but benefits from the ski resorts and basin fuel\/groceries.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Looking at this breakdown it is clear that the El Dorado Hills area pays over Half of the county\u2019s Sales Tax revenues.\u00a0 Public records of county budget expenditures validate that EDH does pay more into the county budget than it gets back in county services.<\/span><\/p>\n<p class=\"isSelectedEnd\">\n<h3><span style=\"font-weight: 400;\">With that determined how would Measure S passage affect this metric?<\/span><\/h3>\n<p class=\"isSelectedEnd\">\n<p><span style=\"font-weight: 400;\">The proponents for Measure S have argued that the majority of the sales tax generated over the next 30 years will go to improve Marshall Medical buildings and services.\u00a0 With the EDH community contributing over half of the Tax it is fair to ask how much will they benefit?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">El Dorado County&#8217;s healthcare market share splits primarily along its distinct geographic boundaries, dictated by mountain terrain and proximity to major medical networks.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When analyzing countywide market share, <\/span><b>hospital discharge data divides El Dorado County cleanly down the middle: Marshall Medical Center commands roughly 70% of total county hospital discharges, while Barton Memorial Hospital handles the remaining 30%.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, looking at specific regional use patterns reveals how market share shifts drastically between the regions:<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">\ud83c\udfe5 Region-by-Region Healthcare Market Share Breakdown<\/span><\/h3>\n<table>\n<tbody>\n<tr>\n<td><b>Region<\/b><\/td>\n<td><b>Primary Health Provider<\/b><\/td>\n<td><b>Estimated Regional Market Share &amp; Patient Dynamics<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>Placerville<\/b><\/td>\n<td><b>Marshall Medical Center<\/b><\/td>\n<td><b>Dominant (&gt;80% market share).<\/b><span style=\"font-weight: 400;\"> As Marshall&#8217;s home base, Placerville (ZIP 95667) and the immediate surrounding Central Slope communities account for the vast majority of Marshall&#8217;s inpatient care (over 54% of their total inpatient volume originates specifically from the Placerville hub).<\/span><\/td>\n<\/tr>\n<tr>\n<td><b>El Dorado Hills<\/b> <i><span style=\"font-weight: 400;\">(Unincorporated)<\/span><\/i><\/td>\n<td><b>Sacramento Systems<\/b> <i><span style=\"font-weight: 400;\">(Dignity, Kaiser, Sutter, UC Davis)<\/span><\/i><\/td>\n<td><b>Very Low Marshall usage (&lt;5% for inpatient\/emergency care).<\/b><span style=\"font-weight: 400;\"> Geographically attached to the Sacramento metro area, residents almost exclusively use facilities in Folsom or Sacramento. They utilize Barton Memorial Hospital, which commands the remaining 30% of total El Dorado County market share.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><span style=\"font-weight: 400;\">Regional Dynamic Drivers<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Sierra Crest Divide:<\/b><span style=\"font-weight: 400;\"> The mountain geography completely isolates the Lake Tahoe Basin from western slope healthcare infrastructure. Residents in the Central\/West Lake Tahoe areas rely entirely on<\/span><a href=\"https:\/\/www.bartonhealth.org\/\"> <span style=\"font-weight: 400;\">Barton Health<\/span><\/a><span style=\"font-weight: 400;\"> or cross over into Reno\/Carson City networks for specialized tertiary care.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Highway 50 Commuter Pull:<\/b><span style=\"font-weight: 400;\"> Because unincorporated El Dorado Hills acts as a suburban extension of Sacramento, its residents choose healthcare networks linked to their employers or closer physical locations. Major providers like<\/span><a href=\"https:\/\/www.dignityhealth.org\/\"> <span style=\"font-weight: 400;\">Dignity Health<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"https:\/\/healthy.kaiserpermanente.org\/\"> <span style=\"font-weight: 400;\">Kaiser Permanente<\/span><\/a><span style=\"font-weight: 400;\">, and<\/span><a href=\"https:\/\/www.sutterhealth.org\/\"> <span style=\"font-weight: 400;\">Sutter Health<\/span><\/a><span style=\"font-weight: 400;\"> capture the vast majority of El Dorado Hills&#8217; market share.\u00a0<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Again we can see that El Dorado Hills sales tax funds over half of Measure S tax revenues but enjoys less than 5% of the benefits.\u00a0 A 5% ROI mandated for the next 30 years.<\/span><\/h3>\n<p class=\"isSelectedEnd\">\n<p><span style=\"font-weight: 400;\">Fire protection is the second leg of Measure S and it again shows a drastic disparity of cost to benefits.\u00a0 The dismal ROI begs the question, should EDH reject Measure S and create a new Measure that gives EDH taxpayers a reasonable ROI?\u00a0 If approved Measure S mandates an unfavorable 30-year tax that mandates EDH funds the rest of EDC with less than a 9% ROI.<\/span><\/p>\n<p class=\"isSelectedEnd\">\n<p><span style=\"font-weight: 400;\">The Measure itself mandates that 45% of tax revenues will be used for Fire prevention services and of that 45% only 20% will go to EDH.\u00a0 That is an effective rate of 9%.\u00a0 Over 50% invested, 9% returned, looked in for the next 30 years.\u00a0 Most of the fire protection funds will go to the unincorporated areas of the county and to the Tahoe area of the county.\u00a0 [Note that most of those areas are in the Eldorado National Forest and already managed by Cal Fire.]<\/span><\/p>\n<p class=\"isSelectedEnd\">\n<p><span style=\"font-weight: 400;\">El Dorado Hills taxpayers should reject Measure S unless they want to be EDC\u2019s cash cow.<\/span><\/p>\n<p class=\"isSelectedEnd\">If the answer is no, supporters should be able to demonstrate that with numbers \u2014 not slogans.<\/p>\n<p class=\"isSelectedEnd\">Because this isn&#8217;t really about 38 cents.<\/p>\n<p class=\"isSelectedEnd\">It is about <strong>$390 million.<\/strong><\/p>\n<p class=\"isSelectedEnd\">And once the tax is collected, it will be taxpayers \u2014 not campaign committees \u2014 who will have to live with the bargain for the next 30 years.<\/p>\n<p class=\"isSelectedEnd\">That should be the standard for voters, too.<\/p>\n<p class=\"isSelectedEnd\"><strong>Follow the money.<\/strong><\/p>\n<p class=\"isSelectedEnd\"><strong>Follow the allocation formula.<\/strong><\/p>\n<p class=\"isSelectedEnd\"><strong>Follow the hospital financing.<\/strong><\/p>\n<p class=\"isSelectedEnd\"><strong>Follow the assumptions.<\/strong><\/p>\n<p class=\"isSelectedEnd\">And then ask the most important question:<\/p>\n<h3>Is El Dorado Hills being asked to finance a countywide solution without receiving a fair countywide return?<\/h3>\n<p class=\"isSelectedEnd\">If the answer is yes, El Dorado Hills voters have a legitimate reason to reject Measure S and demand a better-designed alternative.<\/p>\n<p class=\"isSelectedEnd\">If the answer is no, supporters should be able to demonstrate that with numbers \u2014 not slogans.<\/p>\n<p class=\"isSelectedEnd\">Because this isn&#8217;t really about 38 cents.<\/p>\n<p class=\"isSelectedEnd\">It is about <strong>$390 million.<\/strong><\/p>\n<p>And once the tax is collected, it will be taxpayers \u2014 not campaign committees \u2014 who will have to live with the bargain for the next 30 years.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El Dorado Hills has heard the argument for years: We send more money to county government than we get back.
