COOL, Calif. \u2014 A federal grand jury has indicted a 27-year-old Cool man on a charge of sexual exploitation of a child, advancing a criminal investigation involving El Dorado County law enforcement agencies and the FBI.<\/p>\n

Stefan Luciano Schiopu faces one federal count alleging that he sexually exploited a minor and created at least one video documenting the sexual conduct, according to the U.S. Attorney\u2019s Office for the Eastern District of California. The indictment was returned Thursday, Oct. 15, and announced Friday, Oct. 16, by U.S. Attorney Eric Grant.<\/p>\n

What federal prosecutors allege<\/h2>\n

According to court documents cited by federal prosecutors, the alleged conduct occurred Feb. 22, 2026.<\/p>\n

The federal charge centers on the alleged sexual exploitation of a minor and the creation of at least one video of that conduct. The indictment contains one count; prosecutors have not announced a conviction.<\/p>\n

The case remains an allegation, and the government must prove the charge beyond a reasonable doubt in court.<\/p>\n

Federal prosecutors emphasized that distinction in their announcement: \u201cThe charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.\u201d<\/strong><\/p>\n

El Dorado County investigation and arrest<\/h2>\n

The federal indictment follows a local investigation that led to Schiopu\u2019s arrest on Oct. 1, according to a report published by South Tahoe Now.<\/p>\n

The El Dorado County Sheriff\u2019s Office said its High-Tech Crimes Unit began investigating after receiving a CyberTipline report originating from the National Center for Missing & Exploited Children. Investigators used judicially authorized search warrants to gather evidence, according to a sheriff\u2019s office announcement republished by the Sierra Sun Times.<\/p>\n

The sheriff\u2019s office also reported that investigators believed there could be an additional, unidentified minor who may have been victimized. That statement describes an investigative concern, not a finding that another victim has been confirmed.<\/p>\n

The local arrest involved state charges, including sexual exploitation-related offenses and intentional cruelty to animals, according to South Tahoe Now. The federal indictment is a separate development and concerns the single federal count announced by the U.S. Attorney\u2019s Office.<\/p>\n

As of the Oct. 16 local report, Schiopu was being held in the El Dorado County jail in Placerville. South Tahoe Now reported that he had an El Dorado County court date scheduled for Oct. 20. The federal announcement did not specify a date for his initial appearance in federal court.<\/p>\n
