The notice was received and posted Oct. 30 under State Clearinghouse No. 2014082024.

The approval follows years of planning and environmental review for a project that will change the configuration of several downtown roadways, replace an aging bridge and relocate one of Placerville’s recognizable historic landmarks.

The decision also comes with an important environmental qualification: The city determined that the project will result in significant environmental impacts, including impacts that cannot be fully eliminated through mitigation.

What the Clay Street project will change

The project extends beyond simply replacing the existing bridge. It involves a broader reconstruction of the Clay Street corridor and its connections with Main Street and Cedar Ravine Road.

According to the project description, the improvements include:

Demolition of the existing Clay Street Bridge and construction of a replacement bridge over Hangtown Creek.

Realignment of Clay Street to improve its connection with Main Street.

Reconstruction and improvements to roadway surfaces, sidewalks and pedestrian access.

Modifications to the Cedar Ravine Road intersection.

Relocation of the historic Druid Monument.

Drainage and utility improvements, along with associated streetscape work.

The proposed intersection configuration is intended to create a four-way intersection connecting Main Street, Clay Street and Cedar Ravine Road. The project also addresses pedestrian accessibility and roadway safety in an area where vehicles, pedestrians and downtown commercial activity converge.

The city’s environmental review identifies the existing bridge as an aging structure, originally constructed around 1926, that no longer meets current design and safety standards. The environmental report also describes significant structural deterioration.

Environmental approval comes with acknowledged impacts

The Oct. 30 Notice of Determination provides an important distinction in the project’s environmental status.

The city prepared an Environmental Impact Report (EIR) under the California Environmental Quality Act (CEQA). It did not rely on a Mitigated Negative Declaration or a Negative Declaration.

The determination specifically identifies the project as having significant environmental impacts. The city nevertheless approved the project after adopting mitigation measures, a Mitigation Monitoring and Reporting Program, formal environmental findings and a Statement of Overriding Considerations.

Under CEQA, a Statement of Overriding Considerations allows a public agency to approve a project despite significant environmental effects that remain unavoidable, provided the agency identifies the benefits it considers sufficient to outweigh those effects.

The environmental review is particularly relevant to Placerville because the project involves historic resources in the city’s downtown core.

The recirculated environmental report identifies both the existing Clay Street Bridge and the Druid Monument as historic resources affected by the proposed work.

The report’s findings are explicit: “Removal of the existing Clay Street Bridge and moving the Druid Monument to a new location would still result in a significant and unavoidable impact.”

That finding underscores the balance the city is making between transportation improvements and preservation of historic resources.

The Druid Monument will be moved, not eliminated

One of the most visible changes will involve the historic Druid Monument at the Main Street and Cedar Ravine Road intersection.

The monument is recognized as a historic resource and has a long association with Placerville’s history. The environmental report documents its significance as a commemorative monument and its connection to the development of traffic control in downtown Placerville.

Under the proposed project, the monument will be moved approximately 45 feet west to a raised concrete pedestrian refuge island along Main Street.

The relocation is intended to move the monument out of the direct path of vehicle traffic while improving its accessibility and visibility to pedestrians.

The environmental review calls for specialized historic-preservation procedures before the monument is dismantled and moved. These include professional historical documentation, photographic records, measured drawings and oversight by a qualified monument specialist.

The mitigation requirements also call for coordination with the United Ancient Order of Druids, including an opportunity for representatives to participate in the relocation and rededication.

The city has also identified measures intended to preserve the monument’s historic character, including retaining its dedication plaque and providing electricity for its torch.

The relocation is significant because the monument is more than a roadside feature. It is part of the historic character of downtown Placerville and a landmark associated with the Druid organization.

A lengthy environmental review process

The Clay Street Bridge replacement has been under consideration for years.

The project’s State Clearinghouse number dates to 2014. The city subsequently prepared environmental documentation, including a Draft Environmental Impact Report circulated in 2018.

A recirculated Draft Environmental Impact Report was released for public review Jan. 26, 2024. The review period remained open through March 12, 2024, providing a 45-day opportunity for public and agency comments.

The city later completed its final recirculated environmental review for consideration by the City Council.

According to the city’s Environmental Documents page, the Oct. 27, 2026, council action involved consideration of four major components:

Certification of the Final Recirculated Environmental Impact Report.

Adoption of the Mitigation Monitoring and Reporting Program.

Adoption of the Findings of Fact and Statement of Overriding Considerations.

Approval of the Clay Street Bridge Replacement Project.

The Notice of Determination now confirms that the city approved the project on Oct. 27.

Traffic impacts and what residents should expect

For Placerville residents, commuters and downtown businesses, construction logistics will be an important part of the project.

The Notice of Determination specifically identifies the need for temporary construction access and traffic detours while the work is underway.

The environmental review also identifies the project area as a connection between U.S. Highway 50, downtown Placerville, Main Street, Cedar Ravine Road and the El Dorado Trail.

Changes to traffic circulation could affect people traveling through the downtown corridor, accessing nearby businesses and navigating the surrounding residential neighborhoods.

The final construction traffic-control arrangements, detour routes and anticipated construction dates should be watched closely as the project advances.

The city has not established a construction start date in the Notice of Determination.

What happens next?

The Oct. 27 approval marks an important milestone, but environmental approval should not be confused with the start of construction.

The project will still need to move through the applicable implementation, engineering, permitting and construction processes. The Notice of Determination does not establish a construction timetable or provide a final accounting of project costs.

Residents interested in reviewing the environmental findings, mitigation requirements and project plans can access the documents through the city’s official resources.

Public records and project information:

California State Clearinghouse — Clay Street Bridge Notice of Determination

City of Placerville — Final Environmental Documents

City of Placerville — Clay Street Bridge Project

Questions can also be directed to City Engineer Melissa Savage at (530) 642-5250 or msavage@cityofplacerville.org.

For Placerville, the project represents a substantial investment in downtown transportation infrastructure, but it also presents a difficult balancing act: improving roadway safety and pedestrian access while permanently changing elements of the city’s historic landscape.

The next major milestone will be translating the environmental approval into a construction plan that addresses traffic, nearby businesses, residents and preservation commitments.

A major downtown Placerville infrastructure project has cleared an important environmental review milestone.
