El Dorado Hills attracts Bay Area manufacturing expansion

EL DORADO HILLS, Calif. — A Mountain View manufacturer serving the semiconductor industry is expanding into El Dorado Hills, bringing additional manufacturing capacity to El Dorado County and addressing a growing concern among technology companies: the vulnerability of critical supply chains to major earthquakes.

Proteus Industries Inc. is adding a 13,348-square-foot facility in El Dorado Hills. The expansion follows a request from a major semiconductor customer seeking manufacturing redundancy outside the San Francisco Bay Area’s seismic risk zone.

The development was reported Oct. 30 by the Sacramento Business Journal, which identified Proteus as a Mountain View technology manufacturer looking to expand its operations beyond its existing facility.

The company’s current 24,000-square-foot Mountain View operation is already at capacity. The additional location will allow Proteus to double its shop-floor space and eventually grow its workforce to approximately 25 employees.

What Proteus Industries manufactures

Proteus Industries is not a semiconductor chip manufacturer. Instead, it produces specialized liquid-flow measurement and control equipment used in industrial systems, including semiconductor fabrication facilities.

Its products include flow switches, flow meters, sensors and control systems designed to monitor and regulate liquid movement through equipment and manufacturing processes.

These components serve applications in semiconductor fabrication, automotive manufacturing and medical imaging.

According to the company’s published history, founder Jon Heiner established Proteus Industries in 1978 after recognizing a need for reliable flow-switch technology in the semiconductor equipment industry.

The company developed its first flow switch, the Model 100B, and secured Varian as its first customer. Nearly five decades later, Proteus continues to manufacture specialized flow-management products for industrial and technology markets around the world.

The company’s products play an important supporting role in industries where manufacturing precision, equipment reliability and uninterrupted production are essential.

Earthquake preparedness drives the expansion

The decision to establish a second manufacturing location is particularly significant because of the semiconductor industry’s dependence on uninterrupted production.

A major earthquake affecting the Bay Area could disrupt manufacturing operations, damage specialized equipment and interrupt deliveries to customers. For a semiconductor supply chain, even a disruption involving a relatively small component manufacturer can have consequences beyond the company itself.

According to the Sacramento Business Journal, a major Proteus customer wanted a redundant supply source located outside the Bay Area’s seismic zone.

El Dorado Hills offers a location east of the Bay Area, providing geographic separation from the region’s major coastal fault systems.

However, the distinction should not be confused with being earthquake-free.

El Dorado County’s 2024 Multi-Jurisdictional Hazard Mitigation Plan recognizes that the county can experience damaging ground shaking from earthquakes generated both locally and along distant fault systems.

The county’s assessment states:

“El Dorado County lies between two seismically active regions in the western United States.”

The report identifies the Foothill Fault Zone, the San Andreas Fault and the Hayward Fault among potential sources of earthquake-related ground shaking affecting the county.

El Dorado County

The practical advantage for Proteus is geographic diversification: a manufacturing operation in El Dorado Hills would not share the same immediate geographic exposure as its Mountain View headquarters.

That separation can help protect production continuity when a disaster affects one location.

What the expansion means for El Dorado County

The Proteus Industries expansion represents another example of specialized manufacturing finding a foothold in the greater Sacramento region.

For El Dorado Hills, the immediate economic significance includes additional commercial occupancy, manufacturing capacity and the potential for approximately 25 employees at the new location.

It also illustrates an opportunity for El Dorado County to attract businesses connected to industries that extend well beyond traditional regional employment sectors.

The semiconductor industry has a substantial network of supporting businesses. While chip fabrication facilities attract much of the attention, manufacturers of specialized sensors, flow-control equipment, precision components and industrial systems are essential to keeping those facilities operating.

Proteus Industries fits into that supporting network.

Its arrival also demonstrates how business-location decisions can be influenced by considerations beyond operating costs, transportation and available commercial space. Disaster preparedness and supply-chain resilience are increasingly important factors when manufacturers evaluate where to locate production capacity.

A closer look at the business opportunity

The expansion is a positive development for El Dorado Hills, although several details remain worth watching.

The publicly available reporting identifies the approximate facility size and anticipated workforce, but does not establish a specific opening date, the exact number of employees who will initially work at the site or whether the company plans to transfer existing positions from Mountain View.

The identity of the semiconductor customer has also not been publicly established in the reporting reviewed.

Those details matter when evaluating the long-term economic impact. A facility capable of eventually supporting 25 employees represents a different immediate economic contribution than one opening with that workforce already in place.

For now, the important development is that a manufacturer with nearly 50 years of experience in specialized industrial technology has selected El Dorado Hills as an additional production location.

For El Dorado County, that is a welcome addition to the region’s business landscape and another connection to the technology and semiconductor industries driving economic activity throughout Northern California.
