The footage also showed activity that violated the lake’s near-shore no-wake ordinance.

The case is particularly relevant to residents of El Dorado County, where the South Shore of Lake Tahoe includes environmentally sensitive waterways and marsh habitats that are subject to regional protections.

A $27,000 surfboard capable of reaching 37 mph

According to reporting by the San Francisco Chronicle, LIND filmed promotional surf videos on Lake Tahoe in 2025 to market its electric-powered surfboard.

The company’s signature board reportedly sells for approximately $27,000 and uses a remote-controlled jet motor mounted on its hull. It can reach speeds of up to 37 mph.

The promotional footage showed a rider carving turns across the lake’s surface. However, the videos also provided evidence of activity that attracted the attention of TRPA enforcement officials.

After reviewing the footage, the agency contacted the company and informed it that the rider had entered restricted tributary areas along the South Shore and violated the near-shore no-wake restrictions.

The enforcement investigation uncovered another problem: the boards had been launched without the required aquatic invasive species inspections.

Invasive species inspections are not optional

The inspection requirement is intended to protect Lake Tahoe from aquatic invasive species that can damage the lake’s ecosystem.

TRPA specifically identified concerns involving golden mussels and New Zealand mudsnails.

Golden mussels are particularly concerning because they reproduce rapidly and can spread through watercraft and associated equipment. New Zealand mudsnails are tiny organisms capable of establishing populations that disrupt aquatic ecosystems.

Even relatively small watercraft can contribute to the spread of invasive species.

According to TRPA, hand-launched electric watercraft can carry invasive organisms, including larvae and mudsnails. E-surfboards and electric hydrofoils also present risks because they operate in shallow water and near beaches, where mud and aquatic vegetation can attach to equipment.

Under the TRPA Code of Ordinances, motorized watercraft must undergo inspection and decontamination at designated regional watercraft inspection stations.

The requirement applies to electric-powered vessels as well as conventional motorized boats.

For Tahoe boaters, the distinction matters: A vessel’s small size or electric propulsion does not automatically exempt it from inspection requirements.

Company acknowledges responsibility

LIND Chief Operating Officer Mattias Söderhielm told the San Francisco Chronicle that the company had not been aware of the applicable local regulations before filming.

He acknowledged that the company should have researched the requirements before bringing its equipment onto the lake.

“Ignorance is not a defense,” Söderhielm told the newspaper.

He said the company had since made sure employees understood the importance of checking local rules and regulations before operating its equipment.

Söderhielm also accepted the financial penalty.

“We absolutely feel that this (penalty) is appropriate,” he said, adding that the company hoped to become a better corporate citizen going forward.

The settlement requires LIND to remove the promotional videos and associated online content depicting the violations and pay the $10,000 penalty.

Why the regulations matter to El Dorado County

Lake Tahoe is more than a recreational destination. Its environmental health affects the communities, businesses and residents throughout the Tahoe Basin, including those in El Dorado County.

Taylor Creek Marsh and the Upper Truckee River are important parts of the South Shore’s natural environment. These waterways provide habitat for wildlife and contribute to the lake’s ecological health.

Protecting them requires more than regulations on paper. It requires compliance by everyone using the water, from recreational boaters and paddleboarders to commercial operators promoting expensive new equipment.

The incident also illustrates an important point for companies entering the Tahoe recreation market: Commercial promotion does not create an exemption from local environmental protections.

TRPA General Counsel Graham St. Michel explained the agency’s position in its announcement of the enforcement settlements.

“TRPA’s enforcement program is about protecting Lake Tahoe and the natural resources that make this region special,” St. Michel said.

He added that the settlements reinforce that rules protecting Tahoe must be taken seriously.

South Tahoe Now

A reminder for Tahoe boaters

The LIND settlement serves as a reminder that motorized recreational equipment must comply with applicable boating and environmental requirements, regardless of how it is marketed or whether it is operated for recreation or commercial promotion.

Before launching a motorized watercraft on Lake Tahoe, operators should verify inspection and decontamination requirements, understand restricted waterways and observe posted no-wake zones.

Information about watercraft inspections and compliance requirements is available through the Tahoe Regional Planning Agency’s Compliance and Enforcement program.

Boaters can also consult the Lake Tahoe Water Trail’s boating regulations for information about navigation, safety and no-wake restrictions.

A $27,000 surfboard may make an impressive promotional video. But on Lake Tahoe, the rules of the water apply whether the camera is rolling or not.

Sources and Further Reading

Tahoe Regional Planning Agency: TRPA takes action on violations — Oct. 29, 2026.
