Following the discussion, council members directed staff to prepare for the possibility of suspending pool operations while exploring alternative funding and partnership opportunities.

The potential closure would represent a significant loss for families, children, swimmers and recreational users throughout the western portion of El Dorado County.

Importantly, the council’s direction is not the same as a final decision to permanently close the facility. The city is continuing to explore alternatives, but the financial challenges are substantial.

The numbers behind the potential closure

The financial picture presented to city officials illustrates why maintaining the facility has become increasingly difficult.

According to information presented to the council, the Aquatic Center generates approximately $150,000 in annual revenue, while operating expenses have produced annual deficits estimated at approximately $250,000 to $350,000 in recent years.

Deferred maintenance is another significant concern. City staff estimated that outstanding maintenance requirements could reach approximately $870,000 by fiscal year 2028-29.

During an earlier Oct. 20 Recreation and Parks Commission discussion, Community Services Director Denis Nishihara explained the financial implications of closing the facility.

“If we close the pool, the general fund directly will save $210,000,” Nishihara told commissioners.

That potential savings figure underscores the difficult decision facing city officials: continue subsidizing a public recreational facility or redirect limited General Fund resources toward other municipal priorities.

Police services, public works and other city operations also depend on the General Fund.

County funding dispute adds to the financial pressure

The Aquatic Center’s financial challenges did not emerge overnight.

For years, the City of Placerville and El Dorado County maintained a funding relationship intended to help support the facility, which serves residents both inside and outside city limits.

That relationship became increasingly contentious after the county discontinued its discretionary financial contribution for fiscal year 2025-26.

In a March 11, 2025, staff report, Placerville requested $115,245 from the county to help offset maintenance expenses associated with providing aquatic services to county residents.

The city cited historical usage data showing that approximately 76% of Aquatic Center users live in unincorporated areas of El Dorado County, while fewer than 25% are city residents.

The city’s argument was straightforward: A facility serving a predominantly countywide population should not place nearly all its financial burden on Placerville taxpayers.

The county ultimately discontinued the funding contribution as part of its fiscal year 2025-26 budget direction.

That decision removed another source of financial assistance at a time when the city was already struggling to balance the facility’s operating expenses.

Sources: Placerville City Council staff report, March 11, 2025; El Dorado County budget action, April 8, 2025.

What happens to swimming programs?

The potential suspension would affect more than recreational swimming.

The Aquatic Center provides a range of services, including:

Children’s swimming lessons.

Public recreational swimming.

Lap swimming.

Water aerobics.

Pool rentals and community activities.

For families, swimming lessons are particularly important. Access to affordable instruction provides children with essential water-safety skills, especially during the hot summer months in the Sierra foothills.

The loss of the facility could also affect residents who depend on lap swimming and water-based exercise for recreation and physical activity.

City staff have reportedly been directed to investigate alternatives, including possible arrangements involving local school swimming facilities, the Boys & Girls Club and grant funding.

Those alternatives could help preserve at least some aquatic programming, although no replacement arrangement has been confirmed.

A one-year suspension — but what comes afterward?

The immediate concern is the potential loss of the Aquatic Center for the 2027 season.

However, a one-season suspension does not automatically resolve the underlying financial problems.

The city’s deferred maintenance obligations would remain, and reopening the facility would require a sustainable operating plan.

That leaves several important questions unanswered:

Will the city pursue a new funding agreement with El Dorado County?

Could a partnership with local schools or community organizations provide an alternative?

Would increased user fees make operations financially sustainable?

What happens to the facility’s deferred maintenance if it remains closed?

Is a one-year suspension genuinely temporary, or could it become a longer-term closure?

These are questions that deserve clear answers before the community loses another summer of access to a public recreational resource.

A communitywide issue, not just a city budget problem

Although the facility is owned and operated by the City of Placerville, its importance extends beyond municipal boundaries.

With approximately three-quarters of its users coming from unincorporated portions of El Dorado County, the Aquatic Center has long functioned as a regional recreational resource.

Its potential closure raises a broader question about how local governments share the financial responsibility for public facilities that serve residents across jurisdictional boundaries.

For now, Placerville faces a difficult balancing act. City officials must address mounting operating expenses and maintenance obligations while determining whether there is a financially responsible way to keep the pool available to the public.

The next steps will determine whether the Aquatic Center returns for the 2027 summer season or whether residents will need to find alternatives elsewhere.

One thing is clear: The financial problem is no longer just a discussion about swimming pool expenses. It is a decision about the future of a public recreational resource serving communities throughout El Dorado County.

Documents and additional reporting

Placerville City Council — Oct. 27, 2026, amended agenda.
