EL DORADO HILLS, Calif. — El Dorado County has released the Draft Environmental Impact Report (DEIR) for the proposed El Dorado Hills Costco project, formally opening a 60-day public review period under the California Environmental Quality Act, county officials announced.
The project, identified as Project No. PROJ21-0003, proposes a Costco Wholesale warehouse and fueling station on an approximately 32-acre site within the El Dorado Hills Business Park, near the intersection of Silva Valley Parkway and Tong Road. The DEIR evaluates potential environmental impacts associated with the development, including traffic, noise, air quality, and other infrastructure-related concerns.
The public review period began Jan. 21 and runs through March 23 at 5 p.m., during which residents, agencies, and interested parties may submit written comments to the El Dorado County Planning and Building Department. Under CEQA, comments during this phase must focus on the adequacy of the environmental analysis and proposed mitigation measures, not on whether the project should move forward.
“This is the stage in the process where the public’s input on environmental impacts is most critical,” the county stated in its Notice of Availability. “Substantive comments help ensure the environmental analysis is thorough and complete.”
To help explain the DEIR and answer general questions, the county will host an in-person public information meeting from 6 to 8 p.m. Wednesday, Feb. 25, at the Cameron Park Community Services District Community Center, Assembly Hall, 2502 Country Club Drive in Cameron Park. County staff and consultants are expected to be available to discuss the document and the review process.
County officials emphasized that broader arguments for or against locating a Costco at the site will be considered later, after a Final EIR is released. At that point, the El Dorado County Planning Commission will hold a public hearing to review project entitlements and approvals.
The Draft EIR and the county’s official Notice of Availability are available through the El Dorado County Planning Department’s El Dorado Hills Costco project webpage, as well as through the El Dorado Hills Area Planning Advisory Committee’s project documents page. All written comments must be received by the county no later than March 23 at 5 p.m.
