Board Reconsiders Cannabis Ad Hoc Committee Dissolution

El Dorado County (April 22, 2024) – Supervisor Thomas has brought forth a compelling recommendation to the Board, advocating for the reconsideration of actions taken on February 6, 2024, pertaining to the dissolution of the cannabis ad hoc committee. Thomas urges the Board to halt any further changes to the cannabis ordinance, citing constraints in financial and staff resources as pivotal factors. The proposal comes against the backdrop of intricate policy discussions surrounding the cannabis ordinance, which encompass issues such as setbacks, canopy limits, propagation, and manufacturing.

The call for reconsideration gains traction as Thomas underscores the potential CEQA considerations and the complexity of the remaining cannabis ordinance matters. Moreover, recent directives regarding the General Plan amendment further accentuate the need for a strategic reevaluation of priorities. Thomas emphasizes the impracticality of directing staff towards potential cannabis ordinance amendments given the heavy resource constraints and time limitations.

With staffing levels and workload considerations at the forefront, the proposal to reconsider the actions of February 6, 2024, reflects a conscientious approach towards governance efficacy. As the Board navigates through budgetary constraints and policy intricacies, Thomas’s recommendation heralds a pragmatic reassessment aimed at ensuring optimal resource allocation and effective decision-making processes.

In a notable turn of events, the Board has voted 3 to 2 in favor of revisiting the decision made on February 6, 2024, concerning the disbandment of the cannabis ad hoc committee. This decision also entails halting any further alterations to the cannabis ordinance, including adjustments to setbacks, canopy limits, propagation, and manufacturing.

The directives put forth by the Board are as follows:

  1. Authorization for Reconsideration: The Board has greenlit a reconsideration of the actions taken earlier this year regarding the dissolution of the cannabis ad hoc committee and ceasing additional modifications to the cannabis ordinance.
  2. Future Agenda Placement: The Clerk of the Board has been tasked with scheduling an item on an upcoming agenda to discuss the aforementioned actions and provide pertinent guidance to staff.
  3. Action Suspension: Staff members have been instructed to suspend any ongoing activities related to the Ad Hoc Committee until final reconsideration is concluded.

The decision stems from a deliberation on April 2, 2023, where the Board delved into the General Plan Five-Year Review. During this discussion, it was acknowledged that there are pressing changes that warrant consideration. However, with constraints such as a reduced budget and limited staff resources, coupled with the necessity for the Board’s involvement in such endeavors, a majority recognized the impracticality of simultaneously pursuing a General Plan amendment and complex revisions to the cannabis ordinance. These potential alterations also carry the weight of potential CEQA (California Environmental Quality Act) implications, necessitating additional resources.

The move to revisit the cannabis ad hoc committee’s dissolution underscores a strategic shift in priorities, reflecting a prudent approach towards resource allocation and governance efficacy. As the Board navigates the intricate landscape of policy-making, this decision signifies a commitment to thorough deliberation and informed decision-making processes.
