SOUTH LAKE TAHOE, Calif. — The South Lake Tahoe Republican Women of California installed new officers Thursday, Jan. 8, during a meeting that also featured a wide-ranging “State of the City” update from two sitting city councilmembers.

Councilmember David Jinkens formally administered the installation of the organization’s 2026 board. Newly sworn officers include Bonnie Halleran as president; Karen Imhoff, first vice president for programs; Lianne Peterson, second vice president for membership; Terri Jinkens, third vice president for press communications; Cheri Watson, fourth vice president for events; Kathleen Bailey as recording secretary with a focus on recruiting; and Svetlana Raleigh as treasurer.

Following the installation, Jinkens addressed current city leadership changes, confirming that City Manager Joe Irvin is expected to leave South Lake Tahoe in early March to take a position with the City of Malibu. Jinkens said the recruitment process for a new city manager has begun and is expected to take about six months.

“This is a critical transition period for the city,” Jinkens told attendees. “Our goal is to ensure continuity while we recruit the right long-term leadership for South Lake Tahoe.”

Councilmember Keith Roberts also spoke, joining Jinkens in outlining the city’s strategic priorities and near-term goals. The councilmembers reviewed the city’s current Strategic Plan, describing it as a guiding document for policy and budget decisions, with a new plan expected to be developed later this year.

Among the future goals highlighted were the creation of an annual road maintenance and repair plan, development of a storm drainage master plan, and a continued commitment to living within the city’s budget. The councilmembers emphasized an intent to avoid new taxes, fees, or charges, while also working to make home and business improvements easier, less costly, and more user-friendly for residents.

The councilmembers also announced that Heather Horgan has been appointed to fill a vacant seat on the City Council. Residents were encouraged to welcome Horgan and share their concerns and priorities directly with her.

Additional topics included ongoing collaboration with Senior, Inc., a long-time service provider for older adults in the community, and updates to local transit options. Officials noted that Heavenly has launched a free shuttle system connecting hotels with ski areas and key tourist destinations, while the Lake Link transit service has been expanded.

The Republican Women of California – South Lake Tahoe chapter meets most months on the second Thursday from 11:30 a.m. to 1 p.m. The organization’s stated objectives are to support political education and activity, promote Republican principles and policies, and assist in electing Republican candidates.
