Bish Earns Key Taxpayer Endorsement in CA-3 Congressional Race

PLACERVILLE, Calif. — A Sacramento-based financial investigator seeking to represent California’s sprawling 3rd Congressional District has secured a high-profile endorsement from one of the state’s most influential taxpayer advocacy groups, injecting new momentum into an already competitive race.

Christine Bish announced Friday that she has been endorsed by the Howard Jarvis Taxpayers Association PAC, a political arm of the organization long associated with defending California’s landmark property tax limits under Proposition 13.

The endorsement was delivered in a letter from PAC Chairman Jon Coupal, signaling institutional support from a group that claims more than 200,000 members statewide and a decades-long track record of influencing tax policy debates.

“Bish has demonstrated a clear commitment to protecting taxpayers and opposing unnecessary tax increases,”

Coupal said in the endorsement letter, highlighting her alignment with the organization’s fiscal priorities.

A District Where Tax Policy Resonates

California’s 3rd Congressional District stretches across a vast and politically diverse region that includes parts of El Dorado County, Placer County, and the Sierra Nevada, along with suburban communities near Sacramento. The district has leaned Republican in recent cycles and is currently represented by Kevin Kiley, who was re-elected in 2024.

With rising costs of living and continued debate over taxation and government spending, fiscal policy remains a central issue for many voters in El Dorado County and surrounding foothill communities.

The Weight of the Jarvis Legacy

The Howard Jarvis Taxpayers Association traces its origins to the taxpayer revolt movement of the late 1970s. Founded by Howard Jarvis and Paul Gann, the group played a central role in passing Proposition 13, which capped property taxes and continues to shape California’s fiscal landscape.

In 1996, the organization also backed Proposition 218, requiring voter approval for many local taxes and fees—further cementing its role as a watchdog over government revenue measures.

Bish Campaign Focus

Bish, who has built her campaign around her experience investigating financial misconduct, has pledged to target what she describes as “government waste, fraud, and abuse” if elected to Congress. Her platform emphasizes reduced government spending and increased accountability.

“As a financial investigator, I’ve seen firsthand how inefficiencies cost taxpayers,” Bish said in campaign materials. “I will fight to ensure government works for the people—not the other way around.”

Stakes for El Dorado County

For voters in El Dorado County, where property taxes and rural economic concerns often dominate local discourse, the endorsement may carry weight among fiscally conservative constituencies.

The CA-3 race is expected to draw significant attention as candidates compete in a district shaped by rapid population growth, tourism-driven economies, and a mix of suburban and rural priorities.
