(April 11, 2025) — PLACERVILLE, Calif. — El Dorado County has made available engineered building plans for residents aiming to rebuild homes destroyed in the 2021 Caldor Fire within the Title 25 Grizzly Flats Area. This initiative is part of the county’s ongoing efforts to support affected homeowners in their reconstruction endeavors.​

The Title 25 program provides pre-approved architectural plans, including floor layouts, elevations, roof framing, foundation designs, and electrical schematics. These resources are tailored for small, owner-built homes and are accessible through the El Dorado County Planning and Building Department. The program specifically targets properties within the designated Title 25 Grizzly Flats Area, as outlined in the county’s boundary map. ​

District 2 Supervisor George Turnboo emphasized the significance of this development, stating, “These engineered plans are a critical step forward for our community, offering a streamlined path for residents to rebuild their homes safely and efficiently.” ​

To qualify for the Title 25 rebuilding program, applicants must meet specific criteria:​

  • The property must be within the Title 25 Grizzly Flats Area.​

  • The applicant must have owned the parcel prior to August 14, 2021, and the primary residence must have been destroyed by the Caldor Fire.​

  • The new structure must be owner-built and serve as the principal residence for a minimum of three years.

These guidelines are detailed in the county’s Title 25 Limited Density Owner-Built Rural Dwelling Unit Plan Submittal Checklist. ​

In addition to providing these plans, El Dorado County offers resources to assist homeowners throughout the rebuilding process, including a comprehensive flowchart outlining the permitting steps and information on potential fee waivers.
