PLACERVILLE, Calif. — Congressman Kevin Kiley (R-CA) has issued a formal letter to Ron Nocetti, Executive Director of the California Interscholastic Federation (CIF), questioning the organization’s adherence to federal law concerning the participation of transgender athletes in female sports. This action follows President Donald Trump’s executive order signed on February 5, 2025, which prohibits transgender women and girls from participating in female sports at educational institutions receiving federal funding. The administration argues that this measure is essential to maintain fairness in women’s sports.

In their letter, Kiley and Walberg assert that CIF’s current stance undermines fairness, jeopardizes female athletes’ safety, and contradicts clear federal directives.

Despite the federal mandate, CIF has maintained its policy of allowing transgender athletes to compete in accordance with their gender identity, aligning with California’s state laws. A CIF spokesperson previously stated that the organization “provides students with the opportunity to belong, connect, and compete in education-based experiences in compliance with California law, which permits students to participate in school programs and activities, including athletic teams and competitions, consistent with the student’s gender identity.” ​

The U.S. Department of Education has initiated an investigation into CIF’s policies to assess compliance with federal regulations. This probe could potentially impact federal funding for California schools if non-compliance is determined. ​

As this issue unfolds, educational institutions across California are closely monitoring the situation, balancing state laws that support transgender rights with federal directives emphasizing the integrity of women’s sports.​
