Camino, Calif. (March 17, 2025) — The El Dorado County community is mourning the loss of Fire Marshal and Division Chief Lucas Shepard, who died unexpectedly on Friday while vacationing with his family in Hawaii.

Shepard, 43, was snorkeling at Kaakaaniu Beach, also known as Larsen’s Beach, in Moloaa on the island of Kauai. His friends noticed his absence and alerted authorities. The Kauai Fire Department responded around 12:30 p.m., finding Shepard unresponsive in the water. Despite resuscitation efforts, he was pronounced dead at the scene.

An autopsy has been ordered, with results pending; no foul play is suspected. Kaakaaniu Beach is known for its hazardous currents, having claimed over 20 lives. Authorities advise visitors to swim only at beaches staffed by lifeguards.

Shepard dedicated nearly two decades to the El Dorado County Fire Protection District. He began as an apprentice firefighter in March 2006, became a firefighter paramedic in 2007, and was promoted to fire captain and prevention specialist in April 2021. In December 2024, he ascended to the role of fire marshal with the rank of division chief.

“Chief Shepard dedicated his career to serving the El Dorado County community with unwavering commitment and professionalism,” the district stated. “His legacy of service will not be forgotten.”

Support for Shepard’s family is being coordinated by the El Dorado County Fire Protection District and the El Dorado County Professional Firefighters Association. Details regarding memorial services have yet to be announced.

The community remembers Shepard not only for his professional achievements but also for his passion for service and ability to unite people in the name of safety. His leadership and dedication have left an indelible mark on the El Dorado County Fire Protection District and the community he served.
