El Dorado Hills Self-Storage Project Rejected

The El Dorado County Planning Commission rejected a major self-storage proposal for the El Dorado Hills Business Park on Oct. 8, 2026, turning down a development that would have added nearly 1,200 storage units to the local commercial landscape.

The commission voted 4-1 against conditional use permit CUP25-0011, according to an Oct. 9 report by OnSite Observer. The decision went against the county planning staff’s recommendation to approve the project. Published reporting attributed the opposition to commissioners’ preference for reserving business park land for businesses that create jobs.

The proposal, submitted by El Dorado Hills Owner, LLC, called for a 260,503-square-foot self-storage facility on approximately 12 acres at the northwest corner of Latrobe Road and Suncast Lane. The site lies within the El Dorado Hills Community Region in Supervisorial District 2.

A large storage complex planned for business park land

County planning documents described a development consisting of five buildings: a three-story, climate-controlled storage facility and four single-story buildings designed for oversized storage units.

The main building would have contained approximately 183,387 square feet. The remaining structures would have accommodated additional storage, including enclosed space for boats and vehicles.

In total, the development would have provided 1,194 storage units across the 12-acre property. The parcel is identified in county records as Assessor’s Parcel Number 117-060-012.

The project required a conditional use permit because self-storage was proposed on land designated for research and development, with a corresponding Research and Development–Design Review, Community combining zone designation.

That distinction put the project’s compatibility with the intended use of the business park at the center of the land-use decision.

Planning staff recommended approval

Before the hearing, county staff recommended that commissioners approve the permit subject to specified findings and conditions.

The recommendation also called for adoption of a Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program under the California Environmental Quality Act, commonly known as CEQA.

The staff recommendation expressly stated that commissioners should:

“Approve Conditional Use Permit CUP25-0011, based on the Findings and subject to the Conditions of Approval as presented.”

— El Dorado County Planning Commission agenda materials, Oct. 8, 2026.

A Mitigated Negative Declaration is an environmental review determination used when an initial study identifies potentially significant environmental effects that can be reduced below significance thresholds through mitigation. It is not the same as a finding that a project has no environmental effects.

Despite the staff recommendation, commissioners denied the permit, according to published reporting. The outcome illustrates that completing an environmental review and satisfying staff recommendations do not guarantee approval of a discretionary land-use application.

Employment and the future of business park land

The central policy question was whether the property should be used for self-storage or remain available for other forms of business development.

According to OnSite Observer’s account of the decision, a majority of commissioners favored preserving the land for businesses expected to create jobs rather than a storage operation.

Self-storage facilities can provide a commercial service and generate economic activity, but they generally require fewer permanent employees than many other commercial or industrial operations. The commission’s reported reasoning reflects a broader land-use issue: how local governments should weigh the financial and practical benefits of a proposed development against the long-term economic purpose of the land on which it would be built.

For El Dorado Hills, the decision raises questions about how the county wants its business parks to develop and what kinds of commercial uses should be prioritized on land designated for research and development.

The denial does not, by itself, establish that all self-storage proposals are prohibited in the area. It applies to the permit under consideration; other proposals would be evaluated under the applicable land-use rules and approval requirements.

What happens next?

The commission’s decision removes the current proposal from the path to approval under CUP25-0011. Any subsequent attempt to advance the development would depend on the applicant’s next steps and applicable county procedures.

The county’s official eldorado.legistar.com  provides the agenda, project materials and meeting video. The eldorado.legistar.com  includes the staff report, proposed conditions of approval, environmental documents and applicant presentation. The ceqanet.lci.ca.gov  also contains the project’s environmental filing.

Record-status note: The county meeting page available for review identifies the meeting minutes as a draft and does not yet display the formal action details. The 4-1 vote and reported rationale are therefore attributed to published reporting rather than presented as independently verified final minutes.

For El Dorado County residents, the immediate result is clear: the proposed 1,194-unit Suncast Lane self-storage complex did not receive the requested conditional use permit. The larger question is how the county will balance individual development proposals with its long-term goals for employment and business park land.
