A crime spree crosses county lines

The violent chain of events that ended Monday morning in the remote Placer County community of Iowa Hill began, in part, in El Dorado County.

Authorities say Derek Spencer, 44, was involved in an armed incident in El Dorado County on Saturday, Sept. 19, when he allegedly stole a vehicle and firearms and fired at a moving vehicle. The incident preceded a massive law enforcement response the following day in Iowa Hill, a small community in Placer County’s rugged American River canyon country, northwest of Foresthill and east of Colfax.

By Sunday, Spencer was wanted in Placer County for several felony allegations, including pointing a firearm at people.

When deputies located him at about 10:30 a.m., authorities said Spencer rammed a vehicle stolen in El Dorado County into a Placer County Sheriff’s Office patrol vehicle and fled. Later, authorities said, he fired shots at law enforcement officers and a sheriff’s helicopter.

The situation escalated when tactical officers searching a residence where Spencer had been earlier discovered a woman who had been shot and killed.

The victim was identified by the Placer County Sheriff’s Office as 76-year-old Cheryl Macy. Investigators believe Spencer killed her before fleeing into the surrounding forest.

Hours-long manhunt ends in gunfire

The search moved into some of the most difficult terrain in the region.

Shortly before 2:30 a.m. Monday, members of the Placer County Sheriff’s Office Special Enforcement Team moved into a heavily forested area where Spencer was believed to be hiding. A California Highway Patrol aircraft used infrared technology to help locate him. Tactical teams then spent hours moving through steep, rugged terrain in darkness.

When deputies reached Spencer’s location, authorities said he fired several shots, triggering a standoff.

During the standoff, drone footage showed Spencer starting two separate fires, according to the Sheriff’s Office.

At about 4 a.m., authorities said Spencer again fired toward deputies while hiding behind a berm. Deputies returned fire, striking and killing him.

No law enforcement officers were reported injured.

The operation was complicated by fire as well as terrain. Fire crews were initially unable to attack a nearby fire because of the active armed confrontation. After Spencer was killed, CAL FIRE’s Nevada-Yuba-Placer Unit and Placer County crews began fire suppression operations.

Placer County Sheriff Wayne Woo said the shooting lasted more than two hours before Spencer died shortly after 4:30 a.m. Authorities recovered a handgun and rifle following the confrontation.

The response required assistance from agencies across the region, including the El Dorado County Sheriff’s Office, Nevada County Sheriff’s Office, Washoe County Sheriff’s Office, CHP Air Operations, California State Parks and police departments from Roseville, Rocklin, Nevada City and Grass Valley.

Three arrests in September

For residents of El Dorado County, perhaps the most significant unanswered question is not how the Iowa Hill standoff ended, but how Spencer was on the streets when the alleged crime spree began.

According to the Placer County Sheriff’s Office and Sacramento County officials, Spencer had already been arrested three times in September.

On Sept. 3, Sacramento County Sheriff’s deputies arrested Spencer on allegations of felony vandalism, assault with a deadly weapon on a peace officer and resisting arrest. He was released on bond Sept. 11.

On Sept. 13, Folsom police arrested Spencer on a burglary allegation. He was released the same day on his own recognizance.

On Sept. 15, Sacramento County Sheriff’s deputies arrested him again, this time in connection with a stolen vehicle. He was released on bond Sept. 16. Court records show he was released from Sacramento County Jail on Sept. 17 — two days before authorities say he stole another vehicle and firearms and fired at a moving vehicle in El Dorado County.

Those facts have naturally raised questions among residents about the criminal justice system’s handling of repeat arrests, particularly when one of the earlier allegations involved an assault with a deadly weapon on a peace officer.

But the distinction between an arrest and a conviction is important. An arrest is not a finding of guilt, and release decisions depend on the charges, applicable law, court orders, bail determinations and the circumstances presented to the court at the time.

The available reporting establishes that Spencer was arrested three times and released before the Sept. 19 incident. It does not, by itself, establish that any particular judge or agency could legally have kept him incarcerated through the later events.

Sheriff’s Office: ‘A dangerous crime spree’

The Placer County Sheriff’s Office characterized the events as a violent crime spree that ultimately cost an innocent woman her life.

“This suspect went on a dangerous crime spree that took a tragic turn, resulting in the loss of an innocent life,” the Sheriff’s Office said. “Our hearts are with the family impacted by this senseless and random act of violence.”

For El Dorado County residents, the case is a reminder that county lines do little to contain violent crime.

The alleged Sept. 19 shooting and vehicle theft occurred in El Dorado County. The stolen vehicle was later used in an encounter with Placer County deputies. The investigation then expanded into the forests surrounding Iowa Hill, where a woman was killed, fires were started and a multi-agency tactical operation ended with Spencer’s death.

The investigation into Macy’s death, the El Dorado County incidents and the fatal officer-involved shooting remain ongoing.

What remains unanswered

Several questions will likely receive scrutiny as investigators reconstruct the timeline.

Among them: What precisely occurred during the Sept. 19 El Dorado County incident? What firearms were stolen? What evidence connects Spencer to the shooting of the moving vehicle? What led to each of his three earlier releases? And what information was available to law enforcement and the courts before the alleged violence escalated?

Those questions require records, not speculation.

What is established so far is stark: Spencer was arrested three times in September, was released from custody, allegedly became involved in an armed incident in El Dorado County, and within roughly 24 hours was the subject of a massive manhunt in Placer County.

That manhunt ended shortly after 4 a.m. Monday when Spencer fired at deputies from behind a berm and deputies returned fire, killing him.

For the families involved — and for residents who watched events unfold across the county line — the questions surrounding the system’s earlier decisions are likely only beginning.
