PLACERVILLE, Calif. — El Dorado County’s top law enforcement officials have voiced strong opposition to Assembly Bill 1037 (AB 1037), asserting that the proposed legislation undermines local authority and poses significant public safety risks.
AB 1037 aims to extend and expand provisions related to the distribution of hypodermic needles and drug paraphernalia, as well as the administration of opioid antagonists. The bill seeks to remove existing sunset clauses, effectively making these provisions permanent, and broadens the scope of individuals authorized to distribute and possess such items. Sheriff Jeff Leikauf expressed deep concerns about the bill’s implications for community safety. He highlighted incidents from the 2024 fire season, noting that several wildland fires in El Dorado County were attributed to unhoused individuals, many of whom struggle with substance abuse.
