Who actually benefits from the measure?

The resolution adopted by the El Dorado County Fire Protection District argues that the proposal is designed to strengthen an interconnected public safety system that includes wildfire prevention, emergency response and healthcare. Rather than focusing on a single agency, the measure distributes funding across multiple services that officials describe as essential to protecting residents before, during and after disasters.

The proposal would establish a 3/8-cent local transactions and use tax, commonly referred to as a local sales tax. Supporters estimate it would generate more than $13 million annually, with revenue legally restricted to the purposes identified in the initiative.

Rural Communities May See the Largest Wildfire Benefits

Residents living in heavily forested areas—including communities such as Grizzly Flats, Pollock Pines, Camino, Georgetown, Garden Valley, Somerset and parts of the Tahoe Basin—could experience some of the measure’s most immediate benefits.

According to the resolution, funding could be used for:

  • Vegetation management
  • Removal of hazardous trees
  • Fuel reduction projects
  • Firebreak construction
  • Improved wildfire detection
  • Emergency warning systems
  • Evacuation route improvements

These communities have experienced repeated wildfire threats over the past two decades, including the King Fire, Caldor Fire and Mosquito Fire.

Supporters argue that reducing wildfire intensity may also improve long-term property insurance availability, although insurance premiums are influenced by numerous market and regulatory factors beyond local wildfire mitigation.

Emergency Patients Would Benefit Countywide

Unlike wildfire prevention projects that may be concentrated in high-risk areas, improvements to emergency medical services would affect residents throughout El Dorado County.

The initiative proposes funding for:

  • Faster 9-1-1 response
  • Additional firefighters and paramedics
  • Modernized emergency rooms
  • Updated trauma facilities
  • Intensive care units
  • Diagnostic imaging
  • Expanded specialty clinics

The resolution emphasizes that emergency response extends beyond firefighting.

“Protecting the community’s health and safety requires a strong and integrated continuum of services, including disaster prevention, emergency planning, rapid emergency response, and access to emergency rooms and healthcare facilities.”

Supporters argue that faster emergency response and modern medical facilities can improve outcomes during heart attacks, strokes, serious vehicle collisions and other life-threatening emergencies.

Fire Districts Could Receive Stable Funding

Many local fire protection districts have reported financial pressures stemming from rising operational costs, equipment replacement needs and staffing challenges.

The resolution states that funding would help maintain:

  • Qualified firefighters
  • Emergency medical personnel
  • Fire prevention programs
  • Emergency response capability

For fire agencies that rely heavily on property tax revenues and special assessments, a dedicated countywide sales tax could provide a more stable supplemental funding source.

Marshall Medical Center Appears Positioned to Benefit

Although the resolution does not name any healthcare provider, the initiative specifically references maintaining emergency rooms, upgrading hospital facilities and modernizing intensive care units, operating rooms and imaging services.

Because Marshall Medical Center operates the county’s primary full-service hospital and emergency department in Placerville, it could be among the organizations positioned to receive funding for eligible healthcare improvements if the measure is approved.

Any future allocation of funds would be subject to the requirements established by the measure and oversight by an independent citizens committee.

Homeowners Could Benefit Indirectly

Homeowners are identified throughout the resolution as potential beneficiaries.

Supporters contend that:

  • Reduced wildfire risk protects homes.
  • Better emergency response reduces losses.
  • Improved community fire resilience may strengthen insurance availability over time.

However, whether individual insurance premiums decline would depend on decisions made by insurance companies and broader statewide market conditions.

Businesses May Benefit From Reduced Disaster Risk

Businesses located throughout El Dorado County could benefit through:

  • Reduced wildfire damage
  • Faster emergency response
  • Improved employee healthcare access
  • Greater economic stability following disasters

Tourism-dependent communities, particularly around South Lake Tahoe and Highway 50, could also benefit from investments intended to reduce wildfire disruptions and improve emergency preparedness.

Visitors Help Pay the Tax

One distinguishing feature highlighted by supporters is that visitors would contribute a portion of the revenue.

Because El Dorado County is both a tourist destination and a major transportation corridor, travelers purchasing retail goods would also pay the additional sales tax.

Supporters argue this allows non-residents to help fund services they may rely on while visiting the county.

Not Everyone Benefits Equally

Although the initiative is presented as benefiting the county as a whole, the magnitude of those benefits would likely vary.

Residents living in wildfire-prone areas could experience the greatest gains from vegetation management and fuel reduction projects. Individuals requiring emergency medical care could benefit from hospital improvements and faster ambulance response, while local fire districts could receive additional operational support. Visitors would contribute to the funding through retail purchases but may receive comparatively limited benefits unless they require emergency services while in the county.

Ultimately, voters will decide whether the projected public safety improvements justify the additional sales tax and whether the measure’s promised safeguards—including dedicated spending requirements and independent oversight—provide sufficient accountability.
