By Cris Alarcon, InEDC Writer. (March 27, 2025) — At the March 25 meeting, the El Dorado County Board of Supervisors addressed the vacancy on the El Dorado Hills Community Services District (EDHCSD) Board of Directors but ultimately chose not to intervene. District 1 Supervisor Greg Ferrero proposed initiating the county-level appointment process to fill the seat by late April; however, his motion did not receive a second, leaving the matter to the EDHCSD.

The vacancy arose following Director Chuck King’s resignation and the remaining four directors’ inability to agree on a replacement method. Supervisor Ferrero highlighted the challenges, noting,

“I’ve been watching the meetings… I don’t think the county should have to get involved.”

He expressed concern about the prolonged vacancy, as a special election would not occur until November 2025, leaving the EDHCSD with only four directors until December 2025. Ferrero also cited the anticipated expense of at least $75,000 for a special election.

Community members voiced support for the county’s involvement. El Dorado Hills resident Kelley Nalewaja advocated for appointing Steve Gutierrez, the third-place finisher in the November 2024 election. Another resident, John Davey, emphasized the need for a fifth director to address upcoming decisions, including the golf course purchase and other significant projects. Linda Campbell added, “We have to have a tie-breaker vote in place.”

Despite these appeals, other supervisors were hesitant. District 4 Supervisor Lori Parlin suggested that El Dorado Hills residents hold their CSD directors accountable and even proposed a recall of current directors. She remarked,

“I think we need to stay out of it.”

District 2 Supervisor George Turnboo agreed, stating,

“It’s a political nightmare… and we should not be involved in it.”

With no action taken by the Board of Supervisors, the EDHCSD is now expected to hold a special election to fill the vacant seat. The next regularly scheduled EDHCSD Board of Directors meeting is set for April 10.
