George W. Osborne: EID Honors a Lifetime of Service
Share on FacebookShare on TwitterWhatsappReddit

PLACERVILLE, Calif. — George W. Osborne spent much of his life answering the call to serve others. Whether responding to emergencies as a career firefighter or helping guide the future of El Dorado County’s water resources, Osborne built a legacy of public service that extended across generations.

The El Dorado Irrigation District (EID) is joining family, friends and community members in remembering Osborne, who served more than 20 years on the district’s Board of Directors representing Division 1. Before entering public office, he spent 41 years with the California Department of Forestry and Fire Protection (CAL FIRE), retiring as chief of the Amador-El Dorado-Alpine Unit.

Osborne was first elected to the EID board in 2001 to complete an unexpired term. Voters subsequently returned him to office in 2003, 2007, 2011, 2016 and 2020. During his tenure, he served six terms as board president and four as vice president before concluding his service in 2024.

Helping shape the district’s future

Osborne’s years with EID coincided with significant infrastructure and water-management projects affecting communities throughout the district’s service area.

Among the major accomplishments during his tenure was the transfer of the Sly Park Unit from the U.S. Bureau of Reclamation to EID. The transfer gave the locally governed district control of its largest water supply, an important milestone in the management of regional water resources.

He also contributed to other major district initiatives, including the Forebay Dam Modification, Pleasant Oak Main replacement and Main Ditch Piping Project. Osborne was also involved in efforts to renew the district’s 40-year Federal Energy Regulatory Commission license for Project 184.

His contributions extended beyond infrastructure. EID’s tribute described integrity, transparency and ethical leadership as guiding principles throughout his public service.

Colleagues remember a dedicated public servant

EID Director Lori Anzini reflected on Osborne’s character and his commitment to the district and community.

“George was a dedicated public servant, a proud firefighter, and, most importantly, a good man,” Anzini said in the district’s tribute.

She also remembered his commitment to fire and water issues, willingness to serve and sense of humor, qualities that made him a valued colleague.

Current Division 1 Director Paul Penn, who succeeded Osborne in the board seat, offered a particularly personal reflection:

“I sit in his seat, but I can never fill his shoes,” Penn said.

Osborne’s community involvement also included service with the Placerville Rotary Club, where he served as president in 2005.

His influence reached well beyond the boardroom. His professional career in fire protection and emergency services, combined with his years of local government service, connected him to communities throughout the Sierra Nevada foothills.

Community invited to Celebration of Life and Last Alarm Ceremony

The Osborne family is inviting the public to join them in celebrating his life and honoring his contributions through a Celebration of Life and Last Alarm Ceremony.

The gathering is scheduled for 1 p.m. Thursday, Nov. 19, 2026, at Green Valley Community Church, 3500 Missouri Flat Road in Placerville.

The ceremony will provide an opportunity for family, friends, former colleagues, firefighters and community members to come together and remember a man whose professional and personal commitments left a lasting mark on El Dorado County.

The family welcomes everyone who wishes to attend.

Those planning to participate are asked to RSVP by emailing GeorgeOsborneCelebration@gmail.com and including the number of people attending.

Donations requested in lieu of flowers

In place of flowers, the family asks those wishing to honor Osborne’s memory to consider supporting two organizations connected to the causes he valued:

  • CAL FIRE Benevolent Foundation: calfire.foundation

  • Snowline Hospice: snowlinehealth.org

For a man who devoted 41 years to protecting communities and more than two decades to helping guide a local public agency, the upcoming ceremony offers the community an opportunity to recognize a lifetime of commitment.

George W. Osborne’s legacy is reflected not only in the public positions he held or the projects he helped advance, but also in the colleagues, friends, family members and residents whose lives he touched.

El Dorado County will have an opportunity to say thank you.
