EL DORADO HILLS, Calif. — John Francis Burns, a longtime El Dorado Hills resident, decorated U.S. Navy veteran and respected historian whose professional accomplishments helped preserve California’s historical record and educate generations about military history, died suddenly Oct. 1, 2026. He was 81.

Burns was born in Joliet, Illinois, but called El Dorado Hills home for more than 32 years. During that time, he built a life centered on family, friendships, public education and a lifelong passion for history.

His obituary was published Nov. 4 on Legacy.com by East Lawn Memorial Park – East Sacramento Mortuary.

Described in the family notice as a loving husband, devoted father and friend to many across California and the country, Burns leaves behind a professional legacy that extended well beyond his adopted hometown.

A career dedicated to preserving history

Burns distinguished himself through a career spanning historical research, archival administration, authorship, editing and education.

Among his most significant accomplishments was serving as California’s state archivist, where he supervised construction of the new State Archives and Museum Complex and established the State Government Oral History Program.

The oral history initiative helped preserve firsthand accounts of California’s government and public institutions, creating an important historical resource for future researchers and generations.

His work also extended into military history and education.

Burns was the founding director of the USS Midway Institute for Teachers, an educational program conducted aboard the USS Midway Museum in San Diego. The program brought university professors and experienced educators together to provide professional development seminars for selected high school teachers from across the nation.

According to the USS Midway Museum’s historical account of its education programs, the institute was inaugurated in 2009 and was administered by Burns, a former California state archivist.

The program eventually welcomed nearly 1,000 teacher-participants, who returned to their respective school districts with additional training and resources.

The initiative represented an important intersection of military history and public education, using the historic aircraft carrier as a classroom for exploring the nation’s past.

Recognized for professional achievements

Burns received numerous awards throughout his career in recognition of his contributions to historical preservation and education.

Among those honors were the California Military History Medal and the Administrator of the Year Award from the California Council for the Social Studies.

His accomplishments reflected a commitment to making history accessible, preserving important records and ensuring that historical knowledge could be passed along to future generations.

For Burns, history was more than a profession. It was a lifelong pursuit that connected public institutions, military service, educators and the broader community.

A Navy veteran who served his country

Before his accomplishments in historical preservation and education, Burns served his country in the U.S. Navy.

He attained the rank of lieutenant and was a veteran of the Vietnam War. His military service included active duty and reserve assignments, continuing until 1976.

During his service, he received several campaign and unit awards and citations.

His military background later informed his work in preserving and teaching military history, including his leadership at the USS Midway Institute for Teachers.

Remembered by family and friends

Beyond his professional accomplishments and military service, Burns was remembered as a devoted family man and generous friend.

He is survived by his wife of 31 years, Melinda Peak; his daughter, Alyssa Burns; three brothers; and additional family members.

The obituary offers a glimpse of the generosity that characterized his life, noting, “John was a generous man,” and describing his support for numerous charitable organizations.

His philanthropic interests included historical and natural preservation, veterans’ affairs and other charitable causes.

In keeping with that spirit, his family has requested that those wishing to honor his memory consider making a charitable contribution to an organization of their choice rather than sending flowers.

Memorial service scheduled for Nov. 7

A private cremation and placement service will be held at East Lawn Cemetery in East Sacramento.

Family members, friends and others wishing to pay their respects are invited to attend a memorial ceremony scheduled for Saturday, Nov. 7, from 1 to 3 p.m.

Memorial service information:

  • Date: Saturday, Nov. 7, 2026

  • Time: 1-3 p.m.

Additional information is available through the John Francis Burns obituary on Legacy.com.

For the El Dorado Hills community, Burns’ passing marks the loss of a longtime neighbor whose life’s work reached far beyond the boundaries of his hometown.

His contributions to California’s historical archives, military education and preservation of the past will remain part of a legacy that extends to future generations.

He spent much of his life helping others understand history and remember those who came before them. It is a fitting legacy for a man whose own story deserves to be remembered.
