PLACERVILLE, Calif. — The El Dorado County Sheriff’s Office has introduced a new biometric monitoring system inside the county’s two jail facilities, becoming one of a growing number of correctional agencies nationwide turning to wearable technology to improve inmate safety and medical response.

The wearable devices are now being used at both the Placerville Jail and the South Lake Tahoe Jail, where officials say they continuously monitor an inmate’s physiological condition and immediately notify jail staff when signs of a potential medical emergency are detected.

The Sheriff’s Office said the incident demonstrates how real-time biometric monitoring can provide early warning of medical distress before symptoms become life-threatening.

This official statement clarifies several key facts:

Focus on Preventing In-Custody Deaths

The implementation comes as correctional facilities throughout California and across the United States continue searching for ways to reduce in-custody deaths, particularly those associated with drug withdrawal, overdoses and other medical emergencies.

Medical events inside jails can develop rapidly, especially during the first several days after booking. Withdrawal from alcohol, opioids and other substances can become life-threatening if not recognized and treated promptly.

By continuously monitoring inmates rather than relying solely on scheduled welfare checks, biometric systems are designed to give detention deputies additional information when an inmate’s condition begins to deteriorate.

The El Dorado County Board of Supervisors approved an agreement in 2025 with 4Sight Labs Inc. for wearable biometric health monitors and related technology for use in county detention facilities. County documents describe the technology as a tool intended to enhance inmate health monitoring while assisting custody staff in responding more quickly to medical emergencies.

Questions About Privacy Remain

Although many corrections professionals view wearable biometric monitoring as an emerging safety tool, the technology has also generated debate among civil liberties advocates.

Organizations focused on privacy rights have questioned how biometric information is collected, who has access to the data, how long it is retained and whether monitoring should be mandatory for incarcerated individuals.

KCRA 3 reported that it has requested clarification from the Sheriff’s Office regarding whether every inmate is required to wear the devices and exactly which health indicators are being monitored. As of its report, those questions had not yet been publicly answered.

Local Impact

For El Dorado County residents, the system represents another modernization effort within the Sheriff’s detention operations.

The county operates two adult detention facilities serving both the western slope and the Lake Tahoe Basin. In addition to security responsibilities, jail personnel are responsible for providing medical care, supervising inmates with substance-use disorders and coordinating emergency responses when medical incidents occur.

Sheriff’s officials say technology such as biometric monitoring is intended to complement—not replace—the work of correctional deputies and medical staff by providing continuous electronic monitoring capable of detecting changes that might otherwise go unnoticed.

Whether the program expands or evolves will likely depend on its effectiveness, operational costs and continued public discussion surrounding inmate privacy and health care.
