EL DORADO HILLS, Calif. — A 16-year-old Folsom resident was arrested after a motorcycle pursuit ended in a crash in El Dorado Hills, according to the California Highway Patrol’s Placerville Area.

The incident began with multiple calls reporting a group of motorcycles and electric motorcycles being ridden recklessly throughout El Dorado Hills, CHP said in a social media update.

Officers responding to the reports attempted to stop one of the riders. Instead of stopping, the rider fled, initiating a pursuit that ended when the 16-year-old crashed.

CHP announced the arrest in a brief public statement:

“A 16-year-old crashed after fleeing CHP officers following multiple calls about a group of reckless motorcycle/e-moto riders in El Dorado Hills.”

The CHP Placerville Area said the investigation remains active and investigators are working to identify the other riders involved in the group. The additional riders had not been apprehended at the time of the agency’s update.

Investigation continues

The incident illustrates a growing law-enforcement concern surrounding high-powered electric motorcycles and other motorized two-wheel vehicles operated on public roads.

For residents of El Dorado Hills, the distinction between an electric bicycle and an electric motorcycle can have significant legal consequences. California’s rules governing electric bicycles are based on factors including pedals, motor power and assisted speed. Vehicles that do not meet those requirements may fall under different vehicle, registration and licensing requirements.

The current investigation, however, centers on the reported conduct leading to the pursuit rather than simply the type of motorcycle involved.

CHP has not publicly identified the 16-year-old because of his age. The agency also has not released additional identifying information about the other riders while investigators work to determine their identities and roles in the incident.

A recurring regional concern

The El Dorado Hills incident comes as law enforcement agencies in the Sacramento region have increasingly focused on reckless riding involving electric motorcycles and similar vehicles.

Folsom police, for example, have conducted enforcement operations involving what authorities describe as reckless e-conveyance riding. The issue has also resulted in previous pursuits involving juveniles in the region.

For residents, the concern extends beyond traffic violations. Reckless riding can place pedestrians, motorists, other riders and the riders themselves at substantial risk, particularly when a rider attempts to evade law enforcement.

In this case, the pursuit ended with a crash and an arrest. CHP said investigators are continuing their work to identify the other riders involved.
